Source text - English What is THIS GUIDANCE about?
This guidance provides technical advise on how to undertake socio-economic analysis as part of a proposal to restrict the manufacturing, placing on the market and/or use of a substance in accordance with Article 69 of the REACH Regulation. Those using this guidance should be familiar with the restriction process, including the “Guidance on Annex XV for restrictions”.
Socio-economic analysis is used:
• to describe and analyse socio-economic impacts of imposing a restriction compared to continued use, referred often to a “baseline” where no new risk management options (RMO) or restrictions are introduced;
• to assess whether the proposed Community-wide restriction is the most appropriate action as compared to other RMOs;
• to provide supporting information on several sections of a restriction proposal;
• in decision making.
Within the restriction process (decribed in Title VIII of the REACH Regulation) socio-economic impacts of the proposed restriction may be analysed according to Annex XVI (Socio-economic analysis). However, a significant amount of socio-economic information is also required in other parts of the restriction proposal. This includes e.g. health and/or environmental impacts as well as the costs of a restriction.
The Agency will make proposals for restrictions available on its website. It will invite interested parties to submit comments on dossiers and the suggested restrictions and/or the SEA or information which can contribute to a SEA within 6 months. These comments will be taken into account in the adoption of an opinion on the suggested restrictions by SEAC and RAC.

Aceste orientări oferă îndrumări tehnice cu privire la modalitățile de efectuare a unei analize socio-economice ca parte a unei propuneri de restricționare a producerii, introducerii pe piață și/sau utilizării unei substanțe în conformitate cu articolul 69 din Regulamentul REACH. Persoanele care utilizează prezentele orientări trebuie să cunoască foarte bine procesul de restricționare, inclusiv „Orientările privind anexa XV referitoare la restricții”.
Analiza socio-economică este utilizată:
• pentru a descrie și a analiza impactul socio-economic al impunerii unei restricții în comparație cu menținerea utilizării, la care se face de obicei referire prin termenul „scenariu de bază” în care nu sunt introduse noi opțiuni de gestionare a riscurilor (OGR) sau restricții;
• pentru evaluarea oportunității restricției propuse la nivel comunitar, în comparație cu alte OGR;
• pentru a oferi informații justificative pentru mai multe secțiuni ale unei propuneri de restricționare;
• în cadrul procesului de luare a deciziilor.
În cadrul procesului de restricționare (descris în titlul VIII al Regulamentului REACH), impactul socio-economic al restricției propuse poate fi analizat în conformitate cu anexa XVI (analiza socio-economică). Cu toate acestea, un mare volum de informații socio-economice este necesar și în ceea ce privește alte părți ale propunerii de restricționare. Acestea includ, spre exemplu, impactul asupra sănătății și/sau mediului, precum și costurile restricționării.
Agenția va pune la dispoziție propunerile de restricționare pe site-ul său web. Agenția va invita părțile interesate să transmită, în termen de 6 luni, observații cu privire la dosare și la restricțiile sugerate și/sau cu privire la ASE sau la informații care pot contribui la ASE. Aceste observații vor fi luate în considerare la adoptarea de către SEAC sau RAC a avizelor cu privire la restricțiile propuse.

I am
a translator passionate about languages, with a translation experience of over
20 years. I was certified by the Romanian Ministry of Justice in 2001 (authorization
no. 4733/18.06.2001). I started my career as a translator in 1998, after I
graduated the Faculty of Letters within the “Babes-Bolyai” University,
Cluj-Napoca, Romania.
From
November 1998 until November 2005, I worked within SC Rottaprint Prodimpex SRL
(a private printing house from Cluj-Napoca, Romania), as an in-house
translator. I was responsible for the translation of technical manuals, of
technical datasheets of the raw material used in our production, of business
correspondence, and of various other documents.
In
2006, I decided to work as a freelancer (translator and reviser), in order to
have a balance between work and family (I had my first son then). Therefore, I started
to collaborate with different translation companies from Romania and from
abroad. To mention a few companies: SC Poliglot Service SRL, Romania (translation
and revision of the Community acquis, 2001-2007), SC International Languages
SRL, Romania (I am part of the team in charge of translating EU legal documents
into RO), SDL, Prolingua, Octopus Translations, Swiss Translations, SC Creativ
European Trust, Hieroglifs etc.

I
am familiar with SDL Studio and find it a useful tool for my translations (I
use the 2017 version).
