I think you'll find the "in-place" rent refers to the rent currently "in place", i.e. charged; the "rolling" will refer almost certainly to the clause in any rent agreement permitting rent increases in line with the rate of inflation, either on an annual, or on a similar, basis. Thus the sentence refers to future values, and the "rents" should have a "comma" after it for clarity.
