A Prime Bank is one with a high investment rating (e.g. A, AA, etc.), which is given by a rating agency after it audits the bank’s performance. In terms of translation, the exact Russian term is “pervoklassniy bank”. There is also a slightly wordier, but more descriptive option of “bank s vysokim (investitsionnym) reytingom”.
