Not as simple as it looks. The way I understand it, the authorisations of reference are now being submitted to a validation which does not include (and this from "dont") the current renewal.

So, I would translate it as:
sont soumises à une validation dont le present renouvellment ne saurait tenir lieu
are submitted to a validation which excludes the/this current renewal.

Current renewal of validation does not exclude....

Even though the French text is in one sentence, you might want to start a new sentence, as given in my answer, to make it clearer.
I imagine that what follows this sentence is another requirement from regulatory authorities.
Since these drugs were approved a while back and had to go through a validation once, does not mean that the validation will be automatically renewed if other requirements (old or new) are not met.
