I know nottolino is also ratchet or pawl but, in this case, talking about window fittings I think it is just a knob; see:

and you will see there are nearly 60,000 hits for "mushroom knob". Actually your "snib" could also be right if we are talking about a very small knob held between thumb and finger, also known as a thumbturn (as shown here): http://www.ferramentavannucci.it/ though these are not really "mushroom".
