I suspect the term has been created by the company at its liberty to explain their own system. I think the amount of the salary/reward has been priorily requested/reported from an individual director and since confirmed.
It could mean one-off bonus, but due to the variety of reasons, perhaps, the company named this way...
I am only guessing.
