Zasada jednolitej licencji - (ang.single licence) zwana także zasadą jednego paszportu (ang. single passport) to fundamentalna zasada podejmowania i prowadzenia działalności przez instytucje finansowe w Unii Europejskiej, wykształcona przez specyfikę sektora bankowego. Opiera się ona na podstawowych dla funkcjonowania jednolitego rynku finansowego zasadach wynikających z Traktatu Europejskiego, czyli swobody przepływu usług oraz swobody przepływu kapitału.

Zasada jednolitej licencji bankowej przyznana w państwie pochodzenia polega na tym, że każda instytucja kredytowa, która otrzymała zezwolenie na prowadzenie działalności bankowej w jednym z państw członkowskich ma prawo do prowadzenia takiej działalności (w ramach uzyskanej licencji) w innych państwach członkowskich. Działalność ta to otwieranie oddziałów w innych państwach oraz świadczenie usług na całym Jednolitym Rynku także bez konieczności tworzenia takich jednostek (działalność transgraniczna). Zezwolenia uzyskane w jednym państwie członkowskim ma moc obowiązującą w innych państwach członkowskich.
