can "económicas previas" be translated as "preliminary economics" or is it just "previous economics"??

I have found a complete sentence and explanantion of the term, but still not sure how to actually say it...maybe this will help sort it out...

**Petición de ofertas económicas previas, cuando se dé alguna de las siguientes circunstancias:

*No se disponga de información para conocer referencias de precio para el bien o servicio en ese momento concreto.

*El análisis de las ofertas técnicas sea extraordinariamente costoso y pueda realizarse un primer filtro eliminando proveedores con las peores ofertas económicas

*Se estime, por referencias de mercado, que la posible disparidad de ofertas económicas pueda hacer deasonsejable una subasta.

The Spanish makes no sense, IMHO, and I can only suggest, in line with my earrlier idea "preliminary/initial (economic/financial) budgets/estimates/forecasts. Can't you contact the client?

I think the adjective "previas" applies to "ofertas" and they may be either "técnicas " or "económicas"
