"JUNTA CENTRAL ELECTORAL" AND "OFICIALIA DE ESTADO

Spanish to English Law/Patents
I am translating a Marriage Certificate from the Dominican Republic and I am not sure how to translate the heading into English (preferably British): "JUNTA CENTRAL ELECTORAL" and "OFICIALIA DE ESTADO CIVIL". Does anybody know how to translate them? Many thanks.
