It's a "P" Driver's licence Class (licence is spelled with two c's in Canada--as in Britain, don't be shocked:)

Me pregunto si algún Boliviano, o cualquier otra persona que sepa me prodría confirmar si particular significa "para manejar vehículos privados"???

Explanation:
Efectivamente Cris, particular significa vehículos privados. Se que en Colombia se dice transporte particular para diferenciarlo del transporte público que son los buses y taxis. Me imagino que será igual en Bolivia. Espero te sirva.
