Perm-A-Barrier WB Primer is slippery when wet. Allow the primer to dry thoroughly before walking on the insulation surface. Dust free, smooth insulation facers, such as foil asphalt impregnated glass scrims and some of the papers, provide the best initial adhesion. The choice of the insulation board or use of a primer is the responsibility of the specifiers. XXX recommends using an insulation board that provides the stability and an I-60 wind uplift.

"scrim" is a material used to bridge over a joint or crack. It's what you use to repair cracks in your ceiling or over joints in plasterboard walling. Traditionally it was a loose-mesh fabric onto which plaster was applied, but with advances in modern chemistry, other materials are used these days.
I rather suspect your text needs an extra comma (after "foil") - "as foil, asphalt impregnated glass scrims and some of the papers" - since I don't see what "foil asphalt impregnated glass scrims" could be.
I think what you are looking at is a scrim (jointing tape, etc.) made from fibre glass, presumably in the form of a loose-mesh fabric, impregnated with asphalt, though come to think of it, such materials MIGHT be backed with a thin metal foil (thin sheet, like the aluminium foil you use in your kitchen). All this as opposed to paper tapes (as used for jointing gypsum plasterboard).

It appears that by extension \"scrim\" applies to a facing material applied over the entire surface of such things as wallboards, ducting, etc. The Web has plentiful references to \"FSK\" or \"Foil Scrim Kraft\" facing materials for such uses.
