Explanation:
A minha sugestão vem na sequência das frases anteriores, na qual se refere a necessidade de se começar a pensar tb em intervenções sociais, i.e. programas sociais de vasto alcançe.
Não é uma tradução literal, mas penso que se poderá enquadrar.
