Does anyone know the correct term in English for this army position? It's the signatory to a certificat de position militaire. TIA.

Sarah... Adjutant-General is "chef de service d'administration d'une grande unite" and is in no way chief of personnel. He is the chief of ALL administrative units, including personnel, but someone else is chief of it.
