Ooops - verm. does not stand for "vermindert". It is VERMÖGENS-Grundsteuer. Sorry.

Sounds to me like "Vermögensgrundsteuer". I don't know whether the "Grund" element is of importance here; if so I suggest "basic tax on assets".
Other possibilities might be wealth tax, capital tax (depending on context).
