Portuguese to English Social Sciences Environment & Ecology Participatory planning of environmental projects

I am translating a document explaining the participatory planning process taken for an environmental project in Brazil. Under the heading "Envolvimento Sustentável" there is the following phrase defining the words "desenvolver" and "envolver". Clearly the root of these two terms in Portuguese is different to the English root, thus the translation of the definitions doesn't make much sense in English. Source phrase and direct translations are below in bold.

How would you translate these definitions to keep the original sentiments of the Portuguese root, but is also intelligible in English?



Segundo o dicionário Michaelis, desenvolver significa “tirar o invólucro, descobrir o que estava encoberto”; envolver significa “meter-se num invólucro, comprometer-se”. Dessa forma, poderíamos dizer que envolver uma pessoa ou comunidade significa retirá-la do seu invólucro ou contexto ambiental; descomprometê-la com o seu ambiente.

According to the Michaelis Portuguese Dictionary, to develop (desenvolver) means "to remove the coverings, to discover what was covered up"; to involve (envolver) means "to get under a covering, to be committed". In this way, we could say that to involve a person or community means to remove it from its coverings or environmental context; withdraw it with its environment.
