I would need more context to determine an accurate translation. Not sure what "sumaria" pertains to, whether it is the "instrucción" or the "investigación." If it's the former is it carried out by the "juez de instrucción" or the "Ministerio Público"? If it's the latter, is it carried out by the "agentes del Ministerio Público" or by "funcionarios de policía"? Or does the overall context contain or suggest something else?
