Source text - English RBM encompasses the whole project cycle: planning, managing implementation, monitoring, reporting and evaluating.
The aim of RBM is to provide valuable information for decision-making and lessons learned for the future, which includes:
- Planning, setting the vision and defining a results framework;
- Implementation to achieve the results;
- Monitoring to ensure results are being achieved; and
- Encouraging learning through reporting and evaluation
In 2011, IOM took a conscious RBM approach at project level. The IOM Project Handbook made the use of a results matrix a requirement to improve our work.
The revised version of the IOM Project Handbook (2017) provides more detailed guidance and tools on M&E.
RBM at IOM is a means to further strengthen IOM’s interventions. RBM encourages project designers and managers to clearly articulate an intervention’s objectives and the desired change it aims to achieve, what is required to achieve such change, whether desired change was achieved, and how ongoing or future performance can further improve through learning from gaps.
An RBM approach requires strong monitoring and evaluation (M&E), as well as knowledge management (KM).
While monitoring tracks an intervention’s progress and achievement of results on an ongoing basis throughout implementation, evaluation is usually a one-off activity, undertaken at different points of an implementation’s life cycle.
In section ‘What is Monitoring’, we’ve learned that monitoring can help to identify immediate patterns and trends that are helpful for implementation management. As monitoring focuses more on immediate and intermediate results, measuring longer-term results such as long-term outcomes or objectives become challenging, and require a longer time frame and more focused assessment, which is provided by evaluation
IOM has an opportunity to help make migration appear more prominently in the UNDAFs. Here are ways that you can do that:
Help to identify the main gaps related to migration policy based on the six MiGOF domains
Ensure that IOM programmes and strategies are featured in the UNDAFs

L'objectif de la GAR est de fournir des informations précieuses pour la prise de décision et les leçons apprises pour l'avenir, notamment :

- La mise en œuvre pour l'atteinte des résultats ;
- Le suivi pour s'assurer que les résultats sont atteints ; et
- L'encouragement de l'apprentissage par l'établissement de rapports et l'évaluation
En 2011, l’OIM a adopté une approche délibérée de la GAR au niveau du projet. Le Manuel des projets de l’OIM exigeait l’utilisation d’une matrice de résultats pour l’amélioration de notre travail.
La version révisée du Manuel des projets de l’OIM (2017) fournit des orientations et des outils plus détaillés sur le suivi et l’évaluation.
La GAR est un moyen utilisé par l’OIM pour renforcer davantage ses interventions. La GAR permet aux concepteurs et gestionnaires de projets de définir clairement les objectifs d’une intervention et le changement souhaité à réaliser, ce qui est nécessaire pour réaliser un tel changement, de dire si le changement souhaité a été réalisé, et comment le rendement continu ou futur peut encore être amélioré grâce aux leçons tirées des lacunes.
Une approche de la GAR exige un suivi et une évaluation (S&E) solides, ainsi qu’une gestion des connaissances (GC).
Tandis que le suivi permet d’évaluer l’avancement d’une intervention et l’atteinte des résultats sur une base continue tout au long de la mise en œuvre, l’évaluation est généralement une activité ponctuelle, entreprise à différents niveaux du cycle de vie d’une mise en œuvre.
Dans la section « Qu’est-ce que le suivi », nous avons appris que le suivi peut aider à identifier les modèles et tendances immédiats qui sont utiles pour la gestion de la mise en œuvre. Étant donné que le suivi est plus axé sur les résultats immédiats et intermédiaires, la mesure des résultats à long terme, tels que les effets directs ou objectifs à long terme, devient un défi et nécessite un cadre temporel plus long et une évaluation plus ciblée, fournie par l’évaluation.
L’OIM a la possibilité d’aider à faire en sorte que la migration occupe une place plus importante dans les PNUAD. Pour y parvenir, il faut :
1. aider à identifier les principales lacunes liées à la politique migratoire sur la base des six domaines du Cadre de gouvernance migratoire (MiGOF)
veiller à ce que les programmes et stratégies de l’OIM figurent dans les PNUAD
