As the "principal," you give the person whom you choose (your "agent") authority to spend your money and sell or dispose of your property during your lifetime without telling you. You do not lose your authority to act even though you have given your agent similar authority.
When your agent exercises this authority, he or she must act according to any instructions you have provided or, where there are no specific instructions, in your best interest. "Important Information for the Agent" at the end of this document describes your agent's responsibilities.
Your agent can act on your behalf only after signing the Power of Attorney before a notary public.
Translation - Portuguese (a) AVISO AO OUTORGANTE: Esta Procuração é um documento importante. O “outorgante” dá à pessoa de sua escolha (“outorgado”) poderes para gastar o dinheiro e vender ou desfazer-se das posses do outorgante, com este em vida, sem informá-lo. O outorgante não perde o poder de agir, ainda que tenha concedido ao outorgado poder semelhante.
No exercício desses poderes, o outorgado deve agir de acordo com quaisquer instruções dadas pelo outorgante ou, na ausência de instruções específicas, segundo o melhor interesse do outorgante. A seção “Informações importantes para o outorgado”, no fim deste documento, descreve as responsabilidades do outorgado.
O outorgado pode agir em nome do outorgante somente após a assinatura da Procuração perante um notário público.

Source text - English [The D. C. Court of Appeals] held that the trial court had erred by considering two factors: the radio dispatch call and the flight of R. W.’s companions. It excised those factors from the analysis. [...] It then concluded that, without more, the remaining facts—the late hour and the car’s movement—did not give rise to reasonable suspicion. [...] Expressly excised from its analysis was, for example, the compelling fact that two individuals fled the vehicle as soon as they spotted the police car. Pretending that the most revealing aspect of the encounter did not happen is incompatible with the totality-of-the-circumstances approach required by our precedents. [...] The judgment of the District of Columbia Court of Appeals is reversed, and the case is remanded for further proceedings not inconsistent with this opinion. It is so ordered.
Translation - Portuguese [O Tribunal de Recursos do D. C.] julgou que o Juízo tinha errado ao considerar dois fatores: o chamado da central de operações pelo rádio e a fuga dos companheiros de R. W. O Tribunal suprimiu esses fatores da análise. [...] O Tribunal então concluiu que, sem mais, os fatos remanescentes — a hora avançada e o movimento do veículo — não configuravam fundada suspeita.
