The recognition of a duty incumbent upon states ‘to take action’ is, at base, the common denominator of all understandings of the notion of ‘positive obligations’. In the specific context of international human rights law, the notion is one which has been frequently invoked both by treaty-monitoring bodies and in the academic literature; however, the term apparently bears differing meanings for different writers, depending on the context and the obligation under discussion. A number of different uses can accordingly be discerned, which to some extent overlap and interact.
In the past, the concept was used to emphasise the differences between economic, social and cultural rights and civil and political rights. For instance, it has been asserted that the obligations under the International Covenant on Economic, Social and Cultural Rights (ICESCR) are ‘positive’ obligations in that on their face they require states to take action, in contradistinction to the obligations arising under the International Covenant on Civil and Political Rights (ICCPR), which are said to contain essentially ‘negative’ obligations, or duties of abstention. However, this clear-cut distinction has been abandoned for some time, and it is now generally recognised that the effective realisation and implementation of both categories of rights may require action by the state. Although the distinction between, on the one hand the ‘positive’ obligations in relation to economic, social and cultural rights, and on the other the ‘negative’ obligations in relation to civil and political rights may be valid to a certain extent, it is clear that some civil and political rights on their face equally imply obligations on the state to take positive action and that, as noted by the UN Human Rights Committee in relation to the ICCPR, the legal obligation to respect and ensure civil and political rights ‘is both negative and positive in nature’. Conversely, some economic, social and cultural rights, in addition to requiring positive action, clearly also impose obligations on the state to abstain from actively denying the rights in question.
With the demise of the use of the positive/negative distinction to differentiate civil and political and economic, social and cultural rights, the widest current use of the notion of positive obligations denotes those human rights obligations imposing upon the state a duty to take some positive action in order to ensure the effective enjoyment of the right protected. On this understanding of the term, an extremely large number of human rights norms entail a positive obligation for the states bound by them. Quite apart from the positive action expressly required by the instruments on economic, social and cultural rights and those instruments specifically relating to non-discrimination and equality, in relation to some civil and political rights, the fact that positive action is mandated is, if not explicit in the language of the provisions in question, at the least very clearly derivable from its text. By way of example, Article 6(1) of the European Convention on Human Rights (ECHR) in requiring that, ‘In the determination of his civil rights and obligations or of any criminal charge against him, everyone is entitled to a fair and public hearing within a reasonable time by an independent and impartial tribunal established by law…’ clearly imposes upon contracting parties an obligation to provide a functioning justice system which complies with the requirements outlined in the provision in question.

Source text - Arabic المادة (8) سحب العمل:
مع عدم الإخلال بما تقضي به الأنظمة الأخرى ذات العلاقة، يجوز لصاحب العمل القيام بالآتي:
أولاً: الحق في سحب العمل من المقاول ووضع اليد على الموقع في أية حالة من الحالات الآتية:
أ) إذا تأخر المقاول عن البدء في العمل أو أظهر بطء في سيره أو أوقفه كلياً لدرجة يرى معها صاحب العمل أنه لا يمكن معه إتمام العمل في المدة المحددة لإنهائه.
ب) إذا انسحب المقاول من العمل أو تخلى عنه أو تركه أو تنازل عنه أو تعاقد لتنفيذه من الباطن بدون إذن خطي سابق من صاحب العمل.
ت) إذا أخل المقاول بأي شرط من شروط العقد أو أمتنع عن تنفيذ أي من التزاماته التعاقدية ولم يصلح ذلك رغم انقضاء خمسة عشر يوماً على إخطاره كتابه بإجراء هذا الإصلاح.
ث) إذا قام المقاول بالذات أو الواسطة بإعطاء أيه هدية أو سلفة أو مكافأة أو وعد بتقديمها إلى أي موظف من موظفي الحكومة أو مستخدميها أو أي شخص له علاقة بالعمل موضوع العقد.
ج) إذا أفلس المقاول أو طلب شهر إفلاسه أو إذا ثبت إعساره أو صدر أمر بوضعه تحت الحراسة أو أذا كان المقاول شركة تمت تصفيتها أو حلها.
ثانياً: يكون سحب العمل من المقاول بإخطار كتابي مبني على توصية من لجنة فحص العروض دون حاجة لاتخاذ أية إجراءات قضائية أو خلافه.
ثالثاً: لصاحب العمل في الأحوال التي يقدرها أن يتخذ الإجراءات المناسبة التي تكفل تنفيذ العمل بالمواصفات المطلوبة وفي المدة المحددة بما في ذلك إسناد إدارة المشروع إلى مكتب استشاري دون اللجوء إلى سحب العمل.
المادة (9) آثار سحب العمل:
أولاً: إذا تقرر تنفيذ العمل على حساب المقاول، يكون لصاحب العمل تنفيذ الأعمال المسحوبة بإحدى الطرق التالية:
1) أن يتفق مع صاحب العطاء التالي على تنفيذ العمل بنفس الأسعار المقدمة منه. وفي حالة عدم موافقته، يتم مفاوضة أصحاب العروض الأخرى للقيام بذلك.
2) أن يطرح في المنافسة من جديد كل أو بعض الأعمال غير المنجزة؛ ويكون ذلك في جميع الأحوال على نفقة المقاول.
ثانياً: يحق لصاحب العمل إذا توافرت إحدى الحالات المنصوص عليها في المادة السابقة أن يحجز المواد والمعدات والآلات الموجودة في الموقع لاستعمالها في تنفيذ العمل دون أن يدفع أي مبلغ مقابل ذلك للمقاول أو غيره ودون أن يكون مسئولاً عن أي تلف أو نقص يلحق بها من جراء هذا الاستعمال. كما يجوز لصاحب العمل أن يرجع على المقاول بجميع ما تكبده من خسائر أو أضرار من جراء سحب العمل. وإذا لم يكف الضمان النهائي لتغطية تلك الخسائر والأضرار، فيجب على المقاول أن يدفع لصاحب العمل بناء على طلبه مقدار الفرق المترتب له بذمه المقاول.
ويجوز لصاحب العمل في حالة امتناع المقاول عن دفع هذا الفرق رغم إخطاره كتابةً أن يبيع المواد والأدوات المحجوزة، كما يجوز له اتخاذ كافة الإجراءات اللازمة لاستيفاء حقه من المقاول.
Translation - English Article (8) Work Withdrawal:
Without prejudice to other related regulations, the employer may do the following:
Firstly: The right to withdraw work from the contractor as well as the seizure of the site in the following cases:
a) If the contractor was delayed to commence the work, had shown tardiness, or had stopped the work to the point where the employer found that the work could not be accomplished in the time specified for termination.
b) If the contractor withdrew, gave up, assigned or subcontracted the work without obtaining a prior written consent from the employer.
c) If the contractor violated any of the provisions of the contract, or refrained from implementing any of the contractual obligations assigned to him after 15 days from the date of receiving a written notification to do so.
d) If the contractor in person or by proxy had given a present, advance, reward or promise to give such articles to official officers, civil servants, or any other person in connection with work thereof.
e) If the contractor went bankrupt, had requested bankruptcy, had been declared insolvent, had been under sequestration, or the contractor's company had been liquidated or terminated.
Secondly: The work withdrawal from the contractor shall be made by a written notice based on a recommendation from the tenders examination committee without the need to take any legal proceedings or otherwise.
Thirdly: The employer shall take the necessary measures to ensure the implementation of the work according to the required specifications as well as the definite term, including the assignment of the project management to a consultant office without resorting to the withdrawal of work.
Article (9) Implications of Work Withdrawal:
Firstly:If it is determined that the implementation of the work will be at the expenses of the contractor, the employer can perform the withdrawn work as follows:
1) The employer shall agree with the following bidder to implement the work by the same prices submitted by the bidder. In case of disagreement, negotiations shall be made with other bidders.
2) The employer shall invite for bids some or all the unfinished work. Such work will be always implemented at the expenses of the contractor.
Secondly:The employer is entitled, if one of the cases provided for in the previous article, to hold materials, equipment, and machinery placed at the site for use in carrying out the work without paying any amount to the contractor or third party. Moreover, the employer will not be responsible for any damage or shortage as a result of such usage. Furthermore, the contractor will be reimbursed for any damages or losses incurred by the employer as a result of the withdrawal of the work. In case the final guarantee is not sufficient to cover these damages, the contractor shall pay to the employer at his request the difference of the amount.
The employer may, in case of failure of the contractor to pay the difference despite being notified in writing to sell the holding materials, take the necessary measures to obtain his right.
English to Arabic: UNHCR urban refugee policy Detailed field: Law (general)
Source text - English Partial dislodging of the camp bias
The camp bias in the policy and practice of UNHCR is partially dislodged by the new policy, although there are statements that appear to qualify the underlying premise that urban areas are “legitimate” protection spaces. The policy states that it is legitimate for refugees to live and exercise their rights in urban areas and, in this regard, UNHCR foresees that its role in creating this space will include advocacy, monitoring and capacity building for local services to meet the particular needs of refugees (paras. 110-112). Despite these positive statements, however, there are still lingering hints of a camp bias in the latter pages of the document, in which UNHCR’s responsibilities in regard to camp refugees are reaffirmed, juxtaposed with a recitation of why refugees leave the camps. This seems to suggest that one of the aims of the document is to acknowledge that if camp environments improve, motivations for leaving them will be reduced and there will be fewer refugees seeking protection in the cities.
This may not be the intention at all of the drafters but regrettably these latter pages may play into the hands of governments operating camp confinement policies who argue that UNHCR should spend its time improving camp conditions rather than engaging with urban refugees. Moreover, the document says little about any positive contributions refugees make to urban economies and communities.
Foreshadowing broader protection challenges
Overall, the new policy is ambitious in its orientation, protection-focused, broad in its coverage, yet rather vague in its specifics. It starts with a realistic set of caveats on the scope of the document, interwoven with honest statements on the inevitable constraints on UNHCR’s capacity to deliver its protection mandate in urban areas. Indeed, the challenges outlined in the document in relation to urban refugees provide a small window onto the challenges facing the organisation more generally in the 21st century. At the same time as UNHCR engages in the operational delivery of refugee rights, it also plays the role of ‘gatekeeper’ or in its own words, it ‘polices’ the refugee population with negative attendant consequences for its relations with refugees (para. 126). In many situations, the organisation decides who is and who is not a refugee, and distributes humanitarian assistance while advocating for rights as well as monitoring the implementation of those same rights. Recognising that the organisation is often working in a vacuum of state protection, it is time that it addresses some of these ‘conflicts of interest’ more broadly. Nonetheless, the policy on urban refugees should be praised for its candidness of identifying these and other wider protection challenges.

Oman’s economy witnessed a period of cumulative growth during 2007. Sound fiscal and monetary policies and the resultant surpluses have helped the policy makers to reduce the public debt from 16.3% of GDP in 2002 to 8.2% in 2006 and also to play a pivotal role in revamping the infrastructure in the Sultanate. The non oil sector contributed about 14.3% of the nominal GDP whilst the services sector share was 39% in 2007.

الرياض، المملكة العربية السعودية،17 نوفمبر 2009م: أكد تقرير دولي حديث أن المملكة العربية السعودية حققت نمواً كبيراً في سرعات خدمات النطاق العريض (البرودباند Broadband) من خلال تقنية الـ DSL التي تنفرد بتقديمها شركة الاتصالات السعودية، واحتلت المملكة المركز الأول على مستوى دول المنطقة والمركز رقم 73 على قائمة دول العالم الأعلى في سرعات التحميلDownload ، حيث قفزت المملكة خلال الستة أشهر الماضية من سرعة 1,35 ميجا ب/ث إلى سرعة 2,51 ميجا ب /ث في سرعة التحميل بزيادة بلغت نحو 86% مسجلةً بذلك انجازاً جديداً يضاف إلى سلسلة الانجازات العديدة التي حققتها الاتصالات السعودية للمملكة في مجال خدمات البرودباند.

Riyadh, the Kingdom of Saudi Arabia, November 17, 2009: A recent international report showed that the Kingdom of Saudi Arabia had achieved a significant growth in broadband speed services through DSL techniques that exclusively provided by Saudi Telecom company. In addition, Saudi Arabia has obtained the first regional position as well as the position number 73 at the world list of the highest download speed. Saudi Arabia has jumped in download speed throughout the last six months from 1,35 MB/s to 2,52 MB/s with a round rise of 86%, marking a new achievement that will be added to the series of achievements made by Saudi Telecom in the area of broadband services.
The report prepared by the international site Speedtest.net, specialized in global broadband speed measurement, stated that the Kingdom of Saudi Arabia had marked 29 points up through the last few months. Moreover, Saudi Arabia was classified among the most developed countries in broadband speed after the occupation of the position 73 where it was previously ranked in the position 102. The Kingdom of Saudi Arabia has also recorded a remarkable growth in the world highest upload list with an increase of 33%. The report indicated that the site would daily measure more than million analysis on internet speed at the level of world countries. Anyone from any place in the world can smoothly access the site and easily verify the actual internet speed.

According to Mitlon Friedman's (1968) Natural Rate Hypothesis (NRH), there exist no long-run trade-off between inflation and unemployment which implies that because inflation in Europe has stabilized and is no longer accelerating, Europe must then be operating at close to its natural rate of unemployment which can be viewed as the unemployment rate that the economy reaches in the long run, often called the "nonaccelerating unemployment rate" (NAIRU) . (Robert, 1989: 220)
However, in 1970, the European unemployment rate stood at 2.4%. In 1980, it had increased to 6.2%. As actual unemployment has gone up, the European NAIRU has risen in tandem. Put another way, the actual level of unemployment appears to be the equilibrium level (NAIRU). This could as a matter of logic be due to shocks increasing both the equilibrium and the actual rates. Lower productivity growth, higher tax rates, more generous unemployment benefits and higher oil prices could explain the steady rise in unemployment in the 70th. But most of those factors turned favorable in the 80th, while unemployment remained very high, which strongly suggests that the standard model may not capture important aspects of reality and led to the development of alternative theories of unemployment which are the "HYSTERESIS THEORIES". (Blanchard, 1991: 1)

2) أبدأ فى وضع الماسكرا على جذور الرموش واسحب الفرشاة ببطء تجاه أطراف الرموش. دع الفرشاة تؤدى العمل. كرر الخطوات السابقة للحصول على رموش أكثر كثافة - تحتفظ الفرشاة المتحركة بالرموش خالية من الكتل وبدون التصاق. الزر 4 = إيقاف.

تشتمل إرشادات إعادة تدوير البطاريات على ما يلي: لا تتخلص من البطارية مع النفايات المنزلية. يجب التخلص من البطارية عند نقطة تجمع محددة خاصة بإعادة تدوير البطاريات. أتبع الخطوات التالية لإزالة البطارية:

Mettete a bollire l'acqua e salata. Quando inizia a bollire intanto, lavate e asciugate le zucchine e poi grattugiatele.
In una padella versate L’olio extravergine d’oliva e scaldatelo a fuoco basso insieme ad uno spicchio d’aglio
Non appena l’olio sarà ben caldo, unite le zucchine, aggiustate di sale e pepe e lasciatele cuocere per 5-6 minute. Mescolando di tanto in tanto. Dopodiché eliminate l’aglio.
Nel frattempo fate bollire la pasta e poi scolatela al dente.
Versatela direttamente nella padella con le zucchine. Mescolate per qualche istante e poi spegnete.
Aggiungete sopra un po’ di basilico.

Boil the water then add the salt. When the water starts to boil, wash, dry and chop the zucchini into small pieces.
Pour the extra virgin of olive oil into a pan and heat it over low heat along with a clove of garlic.
As soon as the oil is hot, add the zucchini, season it with salt and pepper and let cook for 5-6 minutes. Stir gently once in a while then remove the garlic.
In the meantime, boil the pasta until it becomes a little bit tender then drain it.
Next, pour the pasta directly into the pan with the zucchini; stir it for a few seconds then turn off the heat.
