in particular this is a winder:

The new model XXX is a fully automatic turret winder for bags or sacks on a roll.
It features a 4-station revolving winder head, which is well suited for high line speeds ***in combination with a small number of bags on the roll***.
XXX is designed to be used with the ZZZ Series Z, bag machines, Series X, draw-tape or a Series Y, rotating cutting machine.

this seems to me a strange thing to say in a brochure, that your machine can be used with a ***small*** number of bags - or am I reading the text in the wrong way?

I don't think that there is anything wrong with "a small number" of bags here. I think what is meant here is a relatively small number.
Apparently, high line speeds may cause problems as regards stretching and breaking of the web. That may be the reason why the rolls should not be too large and should therefore contain only a relatively small number of bags.
