Cash Card

The "tarjeta monedero" is just like an electronic purse which -- differently than other debit and credit cards -- can be used at small grocery stores, to pay bus fares, everywhere.
The idea consists in a ``smart'' card, which has a magnetic band and a chip, and which will take the place of cash.

Maybe it refers to the cards you use to extract money from the automatic cashiers.

"ATM card"

ATM= automated teller machine.
If you are translating into US english, that's how we refer to these cards whether or not they are used at an actual machine or at a point of sale. In US english, at least, there is no "purse card" or "cash card". If British English, then I don't know

credit, debit and smart cards

The tarjeta monedero is a rechargeable card with no name on it and a magnetic band that tells you the pre-paid amount it can transact for. You can (theoretically) get it from any newsstand, although it's marketing and popularity has left much to be desired.
