also mean a plan how to staff, how many
number of people for what kind of jobs,
besides the regular meaning of "proof"
"evidence," "receipt," etc. for the word "Beleg."

I agree with rmsems that it is this meaning of Beleg which is relevant here. The context you provide also supports this. Belegplaene - Umsetzung, i.e. the manager is responsible for the implementation of staffing plans/schedules.
