German term

Belegpläne

German to English Bus/Financial
This appears as
Belegpläne, Warenwirtschaft
in a list of a company's responsibilities in the sales and marketing department. The manager is given the task of Umsetzung, Lagerung in direct relation to these responsibilities.

documentation plans OR file copies of plans

Not 100% sure, but belegen means to document (Lang.), file away documentation, etc.
Could also mean the plans that will be the file copy.
This is all consistent with what Langenscheidt says.

needs more context. Belegplaene can
also mean a plan how to staff, how many
number of people for what kind of jobs,
besides the regular meaning of "proof"
"evidence," "receipt," etc. for the word "Beleg."

staff plan/staffing plan

I agree with rmsems that it is this meaning of Beleg which is relevant here. The context you provide also supports this. Belegplaene - Umsetzung, i.e. the manager is responsible for the implementation of staffing plans/schedules.
