Literal translation is "Burst circumference expansion". Is there another term for this?

I would confirm that Richard Ernst's Woerterbuch der industriellen Technik lists Berstdehnung as expansion on bursting, I would interpret the -umfangsdehnung as expansion of circumference, hence use the term above.

burst circumference

A lot depends on what HCW is!

If it is a circumference itself, then "burst circumference" would be correct here.

If it is some kind of elasticity parameter, then you need to adjust things somewhat. It would in any case be good to avoid the clumsy "burst circumference expansion".

Working within Ernst's definition, it looks as if HCW is the guideline for acceptable expansion, in case the pipes burst.
