A lot depends on what HCW is!

If it is a circumference itself, then "burst circumference" would be correct here.

If it is some kind of elasticity parameter, then you need to adjust things somewhat. It would in any case be good to avoid the clumsy "burst circumference expansion".

The circumference expansion in case of bursting is within the HCW limits

Working within Ernst's definition, it looks as if HCW is the guideline for acceptable expansion, in case the pipes burst.
