Hola. Alcaraz' Diccionario de términos jurídicos, 1999 (p.526 under "elevar") says this: "
"ELEVAR A PÚBLICO UN DOCUMENTO PRIVADO: convert a private contract or agreement into a public document or deed, put on record".
