Hello!

A new, US-based direct client just sent me form W-8ECI and asked me to fill it in. The complete title of the form is: "Certificate of Foreign Person’s Claim for Exemption From Withholding on Income Effectively Connected With the Conduct of a Trade or Business in the United States". Can anybody let me know if as a freelance translator living outside the US, I am really required to fill in this form? Thanks a lot in advance!

It is possible that the names of the forms have changed slightly in recent years but the principle is the same.

We have quite a bit of paperwork to do to prove that we are not making foreign contractors up or indulge in money laundering and such. However, you are dealing with a mix-up here.
