You have not revealed the name of the university, so I will not mention it either, though from other questions you have asked I think it is in Canada. Here is a page on Canadian university fees, which supports the interpretation I have offered:

I don't know whether you should translate it or leave it in English; if you're in doubt, perhaps you should ask your client. However, I can't see any reason not to translate it, and Spanish readers may need to know what it means. It could be "Tercer año ["tercer curso" for Spain], B.A., estudiantes extranjeros (tiempo completo)". I wouldn't translate "BA"; I'd leave it as it is.

Sorry, I thought it was an English-English question. Now I see that it's English-Spanish. So my answer would be:
