Trata-se de um relatório com as regras de funcionamento de uma casa de acolhimento para jovens em situação vulnerável.

A document entitled "Relatório de Atividades dos Serviços Sociais da Administração Pública" says this:
Afetação de Recursos Humanos (para tal serviço):
3 Assistentes técnicos - afetação a 100%;
2 Assistentes técnicos - afetação a 95% e a 50%

Afetação de Recursos Humanos (para outro serviço)
1 Assistente técnico - afetação a 5%;
3 Técnicos superiores - afetação a 4%.

So I don't think it means "part-time". As far as I understood, there are specific services/projects/tasks and people need to dedicate a certain period of time to work on them, and this time is calculated in percentage.

I don't think there's any clear answer.

It could mean that each 14-hour day is divided between the two people, so each works seven hours. Or the week could be divided between them, so each works three and a half 14-hour days. I'm sure there other possibilities.

assigned part-time

In this Portuguese bureaucratic language, "afetação a 50%" (literally, allocated 50%) means either (i) part-time employment to the tune of 50% of full time employment, or (ii) some employee is assigned or allocated to spend half of their working time on a particular task. I believe this term is influenced by the French "affecter" in the sense of "to allocate" people to a task as if they were a resource.

In English, "part-time" is a common term, "half-time" is not. If you want to translate this literally, I would say "employed/assigned at 50%". Alternatively, "employed/assigned part-time" is vaguer but perhaps more idiomatic.

Note the preposition in English; on rather than with on a sharing scheme.

I have no idea, mathematically, what the first Disccsuion Entry is supposed to mean, but the rota or rotational scheme of the two workers = *os dois técnicosis* looks quite straight(-)forward - each worker takes it in turns to share the workload.

Accountants on ProZ again ought to note that afetação in accounting - as used by UK legal and accountancy clients - means appropriation e.g. of profit for distributuion as profit or set aside as a reserve or of loss as a carry-forward into the future, across in the same year or back in time.

In descending order of confidence: 4-3-2, but query of accuracy.
Example sentence:
