I cannot find the exact translation but it works as an "anchor" of a girder (for example a girder for a floor) when it passes through an outer wall to "secure/lock" the girder in place.
They were sometimes also used as decorative elements.
Whatever use, they were sometimes made rater decorative, as they were seen from outside.
