: Veliki hoteli u CCCP na svakom su katu imali pisaći stol taktički postavljen na svakom katu, a za njim je sjedila sredovječna nadglednica i čuvarica morala; zvala se ETAŽNAJA.

Da, u velikim sustavima/hotelima nadzornici/e su odgovorni za sobarice i drugo osoblje, usluge i servise na određenom katu, samo nisam sto posto sigurna da je to "službeni" naziv, iako zvuči razumljivo.

Discussion
The fact that sometime a "Floor Supervisor" would be in charge of staff working only on one physical floor of a big hotel is more of a red herring.
Same meaning of "floor" as in "the shop/factory floor" - where it's definitely NOT literally about "pod radnje/tvornice".
