incoming - здесь определенно ввод. Более точно - автоматический выключатель, подающий на щит питание от ввода (такого-то), но в практике говорят "ввод". Что касается coupling switch, то это, очевидно, разъединитель, который соединяет (электрически) обе секции щита. Разъединитель отличается от автоматического выключателя тем, что на выключателях устраивают защиту щита и подключенного оборудования, а в разъединителе ее может не быть или она может не использоваться

Хочу добавить, что поскольку разъединитель тоже является одним из видов выключателя, то если перевести coupling switch как выключатель или даже переключатель (он может переключать нагрузки на один или второй ввод), то все тоже будет нормально и понятно
