Anna Mirakyan: Hi Victor, I am just curious, why wouldn't they write just "between X and Y". Aren't we omiting the part "...by and ..." and missing some part of the actual meaning when translating it this way? Thanks in advance for your answer./ Thank you very much!

-> Omit "by and" and nothing will change semantically. It's just a paperwork cliche. English has quite a lot of similar redundant paperwork cliches such as "made and entered into" which seem strange for Russian-speaking people but still are normal.
