Note that all large wind turbines are "governed" so as to rotate at constant speed, but also to limit power output in high winds. The threshold at which the power is a maximum is controllable, so "derating" is part of the "governing" control system.

check flange For info, "check flange" or "stop flange" used on machines. Operated at a max of 2 MW?

it means that it has a rating of 2.3 MW but that this is limited/curbed to 2 MW (racking brains for appropriate term in English)

These are 2.3-MW turbines derated to 2 MW.

Applies also to some motorbikes to comply with local regulations. This is similar to, but not quite the same as "derated".
