Der Auftragnehmer versichert mit der Abgabe des Angebots, dass sein Angebot ohne Berufung auf Unvollständigkeit eine komplette, in allen Teilen dem Stand der Technik entsprechende Teilanlage umfasst.
Don't understand this here. "without claiming to be incomplete"? Isn't it usually "without claiming to be complete"? Or am I on the wrong track?

@Will: Denkbar ist ein Vorbehalt, daß eine nachträglich festgestellte Unvollständigkeit des Angebots keine nachteiligen Folgen für den Angebotsersteller hat. Sollte definitiv mit Urheber geklärt werden.
