Explanation:
Sounds like it is the Spanish version of this, which in English is now rather old fashioned. A plenipotentiary is an emissary, someone dispatched with special powers to carry out a particular mission. That's my understanding of it - but it's not a scientific definition. Maybe others will improve on this.
