I can't find the exact word for this expresion. It is when somebody is asked to be present in a place to write the minutes. Normally is done by a Notary.
Can somebody help me?

I don't know if there is a better way of saying this, but according to the "Bilingual Dictionary of Legal Terms" (Bossini/Gleeson), an "acta de requirimiento" is a "notarial certificate, whereby the addressee is required to perform or desist from performing the act or acts specified in the document." "Requirimiento" in and of itself can be a "summons," which fits your context of an order to be appear at a certain place and time.

"requisition to draw up [write] the minutes"

This IS a tough one! I've searched everywhere and even phoned colleagues but no luck. For want of a better answer (which I sincerely hope you get), I thought of "requisition to draw up (or write) the minutes".
