تهدف هذه الدراسة إلى معرفة دور إستخدام الهاتف المرئي في التعليم عن بعد بالجامعات السودانية تطبيقاً على جامعة السودان المفتوحة.
إتبع الباحث المنهج التجريبي لأنه المنهج الأنسب للدراسات التطبيقية والأجدى لتحقيق أهداف الدراسة، وقد قام الباحث بتطبيق برنامج ُصمم خصيصاً لتقوم عليه هذه الدراسة على عينة تجريبية تكونت من خمسين طالباً تمت مقارنتها بمجموعة أخرى من خمسين طالباً من طلاب منطقة الخرطوم التعليمية التابعة لجامعة السودان المفتوحة ، وهو المجتمع المحدد لتطبيق الدراسة ؛ ويعمل هذا البرنامج على الهاتف بنظام الأندرويد.
كما تم إجراء مقابلة مع عشرة من الخبراء في مجال التعليم الجامعي للإجابة عن أسئلة الدراسة.
خلص الباحث من هذه الدراسة إلى عدد من النتائج كان أهمها إثبات فعالية الهاتف المرئي في التعليم عن بعد بالجامعات السودانية. يضاف إلى ذلك وجود فروق ذات دلالة إحصائية بين نتائج الطلاب الذين يدرسون بالهاتف المرئي مقارنة بالطريقة التقليدية على مستوى التذكر.
أيضاً وجود فروق ذات دلالة إحصائية بين نتائج الطلاب الذين يدرسون بالهاتف المرئي مقارنة بالطريقة التقليدية على مستوى الفهم.
كذلك وجود فروق ذات دلالة إحصائية بين نتائج الطلاب الذين يدرسون بالهاتف المرئي مقارنة بالطريقة التقليدية على مستوى التحصيل.
من أهم التوصيات التي خرجت بها الدراسة :
1- الإستفادة من التجارب العربية و الأجنبية في إستخدام الهاتف المرئي في التعليم عن بعد.
2- ضرورة التعاون بين الجامعات والجهات التعليمية وشركات الإتصالات التي توفر الخدمة للهواتف.
3- التشجيع على إعداد برامج وتطبيقات الهاتف التعليمية.
4- الإهتمام بتدريب أطراف العملية التعليمية على إستخدام الهاتف المرئي في التعليم بصفة عامة والتعليم عن بعد على وجه الخصوص.
Translation - English ABSTRACT
This study seeks to specify the role of videophone in distance learning in Sudanese universities. The study was applied on the Open University of Sudan.
The researcher adopted the experimental approach, being the most convenient method for applied studies and the most instrumental to realize the aims of the study. The researcher applied a specially-designed program for this study, which utilizes Android system, on an experimental sample of 50 students.This sample was compared to a regular group of 50 students from Khartoum educational zone of the Open University of Sudan; the targeted community of the study.
Also ten high education experts were interviewed to answer the study's questions.
The researcher arrived at a number of conclusions, most important of which is the proven efficacy of videophones in distance learning in Sudanese universities.
In addition, disparities of statistical significance were found between students studying via videophones and those using the traditional method on the remembering level.

Most important recommendations of the study:
1- Making use of foreign and Arab experiences of using videophones in distance learning.
2- The study also recommended necessary cooperation among universities, educational entities, and communication companies supplying cell phones services.
3- Encouraging the designing of educational cell phone applications and programs.
4- Focusing on training of all parties involved in the educational process on using videophones in education in general and distance learning in particular.

Source text - English UNHCR invites applications from suitably qualified persons to serve as Community Outreach Volunteers (COVs) to liaise with communities of refugees and asylum seekers in Khartoum including Ethiopians, Eritreans, South Sudanese, Yemenis, Syrians and Congolese. The COV must be a member of any of the above communities and will coordinate with UNHCR Protection and Community Based Outreach teams to share accurate information with their communities on services provided by UNHCR and Commission for Refugees (COR), document and communicate Protection and assistance needs of refugees and asylum seekers in Khartoum. COVs are not employees of UNHCR but will serve as communication link between UNHCR and Persons of Concerns (PoCs).
Key Tasks:
• Facilitate communication and dialogue between UNHCR and the community. Provide information to the community about existing programs and services and how to access these services as directed by UNHCR.
• Inform UNHCR of community and individual complaints regarding UNHCR services, especially when the individual is not able to communicate directly to UNHCR or COR.
• Ensure access to accurate information on procedures for accessing refugee services to improve knowledge and dispel rumors within the community.
• Identify community resources which can be strengthened to provide community-based solutions and empowerment.
• Reach out to all groups within the community (including; women, men, girls and boys) in order to provide UNHCR with regular information on the protection situation affecting members of the community.
• Identify refugees and asylum seekers with specific needs and refer them to the existing services.
Translation - Arabic تدعو مفوضية الأمم المتحدة السامية لشؤون اللاجئين الأشخاص من ذوي التأهيل المناسب لتقديم طلباتهم لشغل مركز متطوعي التوعية المجتمعية بغرض التنسيق مع مجتمعات اللاجئين وطالبي اللجوء في الخرطوم، والتي تشمل المجتمعات الإثيوبية والإريترية واليمنية والسورية والكونغولية إلى جانب مجتمعات مواطني دولة جنوب السودان. يجب أن يكون الأشخاص المتطوعون منتمين لأي من المجتمعات المذكورة أعلاه وسيعملون بالتنسيق مع فرق الحماية والتوعية المجتمعية بمفوضية الأمم المتحدة السامية لشؤون اللاجئين لتبادل المعلومات الدقيقة مع مجتمعاتهم المحلية حول الخدمات التي تقدمها مفوضية الأمم المتحدة السامية لشؤون اللاجئين ومعتمدية اللاجئين، علاوةً على تحديد إحتياجات الحماية والدعم للاجئين وطالبي اللجوء في الخرطوم ورفع التقارير بشأنها. إن متطوعي التوعية المجتمعية هم ليسوا موظفون لدى مفوضية الأمم المتحدة السامية لشؤون اللاجئين ولكنهم سيمثلون حلقة الوصل بين المفوضية والأشخاص المعنيين.

• ضمان الحصول على معلومات دقيقة بشأن إجراءات الحصول على الخدمات المقدمة للاجئين بهدف الإلمام الجيد بالمعلومة وتبديد الشائعات داخل المجتمع المعين.

Source text - Arabic يتناول هذا البحث العلاقات السودانية الإثيوبية في الفترة من 1956 حتى العام 2000م. تتبع البحث بالشرح مسيرة العلاقات بين البلدين وكل ماتضمنته من أحداث هامة بجانب العوامل والظروف والمشكلات التي أثرت سلبأ على إستقرار العلاقة بين البلدين، كما هدف البحث الي التعرف علي أهم مقومات وعوامل دعم وتطوير العلاقة والتي من شأنها أن تنهض بعلاقات جيدة ومستقرة وذات فائدة كبيرة علي البلدين.
نتيجة لطبيعة الدراسة وتعقيداتها والتي تأثرت كثيرا بتعقيدات ومشكلات الدول الأفريقية المتمثلة في (عدم الاستقرار السياسي وتخلف نظم الحكم والنزاعات المسلحة والفقر والصراعات الإثنية والقبلية ..الخ) تطلب الأمر الإستعانة بالمنهج التاريخي ثم المنهج الوصفي ثم المنهج التحليلي. وقد إعتمد البحث على العديد من المصادر الأولية والثانوية مثل الكتب والدوريات والمجلات العلمية والمؤتمرات والندوات بالاضافة الي الاستعانة بشبكة الانترنت.
توصلت الدراسة الي أن بعض القضايا مثل قضية الحدود وقضية اللاجئين، وعدم الاستقرار السياسي في كل من البلدين بالاضافة الي آثار الحرب الباردة على الدول الأفريقية من حيث التبعية والإنتماء للمعسكرين الشرقي والغربي وأثر المتغيرات الدولية والتقلبات السياسية على المستوى الاقليمي وقضية مياه النيل وتقسيمها قد ساهمت بشكل كبير في صياغة ووتيرة العلاقات وتقلبها بين الإستقرار وعدمه عبر التاريخ.
قدمت الدراسة عدة توصيات لإرساء قواعد ثابتة لقيام علاقات مستقرة تقوم علي تبادل المصالح والفوائد وذلك عبر التوصل الي إتفاق وتسوية أكيدة ومعالجة ناجعة تنطلق من أهداف إستراتيجية بعيدة المدى لمشكلة الحدود بين البلدين وبالنظر الي قضية اللاجئين ومعالجتها بالتنسيق بين الدولتين ومنظمات الأمم المتحدة بالإضافة الي العمل علي تأسيس مشروعات للتكامل الإقليمي وطرح فكرة الإتحاد بين شعوب المنطقة للإستفادة من الإمكانيات الإقتصادية المتوفرة لدى البلدين. كما يتوجب التوصل الي صيغة مرضية لتقسيم مياه النيل بين البلدين وإعتماد الديمقراطية نظاماً للحكم في الدولتين وذلك من شأنه أن يحقق الإستقرار السياسي الداخلي في كل منهما وقيام علاقات جوار مستقرة ومستدامة.
Translation - English This research tackles the Sudanese-Ethiopian relations from 1956 to 2000. It discusses the course of relations between the two countries including all the major events besides the factors, conditions and disagreements that had negative impact on the stability of such relations. In addition, the research aims at identifying the most important elements necessary to enhance and develop good and stable relations that could be of huge benefit for both countries.
Because of the complex nature of the study which was greatly affected by the complicated issues of African countries (represented in political instability, poor systems of governance, armed conflicts, poverty, ethnic and tribal conflicts...etc) it was necessary to adopt the historical approach, the descriptive approach, besides the analytical approach. The research relies on various primary and secondary sources such as references, periodicals, scientific journals, conferences and seminars, in addition to the internet.
The study concluded that some issues have contributed significantly to the shaping and volatility of relations throughout history. These include the border and refugee issues, political instability in either country, the effects of the Cold War on African countries in terms of affiliation to the Eastern and Western blocs, the impact of international developments and political fluctuations at the regional level, as well as the issue of the Nile waters sharing.
The study has provided some recommendations to establish stable relations based on mutual interests and benefits through reaching a final and definite settlement of the border and refugees issues, starting from long-term strategic objectives and via coordination among the two countries and the United Nations Organizations. This is added to working to establish regional integration projects and introducing the idea of integration among the peoples of the region to benefit from the economic potential in both countries.
A satisfactory formula for sharing the Nile waters between the two countries should be reached in addition to adopting democracy as a system of governance in them. In turn, this will achieve internal political stability in either country and guarantee stable and sustainable neighborly relations.
