Source text - English The cost of staff assigned to the approved activities is eligible. These costs comprise actual salaries plus social security charges and other statutory costs included in the remuneration, provided that this does not exceed the average rates corresponding to the beneficiary's usual policy on remuneration. Staff costs can only be claimed for work performed by internal (permanent or temporary) staff of EURES partners' organisations as part of approved EURES activities. Work performed by external service providers needs to be budgeted and booked under services.
As a general rule, the salaries and related charges of staff employed by the Public Employment Services, including PES EURES advisers, are not eligible. However, such staff costs may be eligible if they are for specific ad hoc work as part of an activity that is not part of the regular services provided by the respective PES (detailed justification to be provided in the subsidy request).
In case a payment for staff costs is to be made directly to staff employed by the PES or by one of the EURES partner organisations a prior written authorisation from their superior (with two signatures, including one from the responsible HR department) is required. This authorization is to be kept in the administration of the beneficiary for five years from the date of the final payment of the grant agreement
Translation - Spanish Los gastos derivados del personal asignado a las actividades aprobadas son susceptibles de autorización. Dichos gastos comprenden los sueldos y los costes de seguridad social, así como otros gastos legales incluidos en la remuneración, siempre y cuando no superen los índices medios correspondientes a la política habitual del beneficiario en materia de sueldos. Únicamente se pueden solicitar los costes de personal relativos a trabajos realizados por personal interno (fijo o temporal) u organizaciones de interlocutores de EURES dentro de actividades EURES autorizadas. Los trabajos realizados por proveedores externos de servicios se deberán presupuestar y contratar como servicios.
Como regla general, los sueldos y gastos asociados del personal contratado por los servicios de empleo público, incluyendo consejeros de EURES del servicio público de empleo, no son susceptibles de recibir subvención. No obstante, dichos costes podrían ser subvencionables si son para trabajos específicos ad hoc como parte de una actividad que no forme parte de los servicios habituales prestados por el servicio público de empleo correspondiente (se deberá enviar una justificación detallada en la solicitud de subvención).
En caso de que se vaya a realizar de forma directa un pago por gastos de personal a empleados contratados por el servicio público de empleo o por una de las organizaciones de interlocutores de EURES, es necesario obtener una autorización previa por escrito de un superior (con dos firmas, incluyendo la de un responsable del departamento de RR.HH.). Dicha autorización se debe conservar en la administración del beneficiario durante cinco años a partir de la fecha del pago final del acuerdo de subvención.
