Source text - Italian IL FRANCOBOLLO COME STRUMENTO DI COMUNICAZIONE DEL POTERE NELLA PROPAGANDA FASCISTA TRA MITO DEL VOLO, INDUSTRIALIZZAZIONE MONDO CLASSICO E FUTURISMO.
Oggi quando pensiamo ai francobolli nella maggior parte dei casi, immaginiamo un piccolo rettangolino di carta dentellata che accompagna una busta, una cartolina, un pacco, insomma qualcosa di molto comune.
In effetti, il francobollo è una carta valori emessa da un’amministrazione postale che rappresenta la prova del pagamento anticipato per servizi, quali la spedizione di una lettera o di un pacco a un destinatario.
Come per molte altre cose scontate, non ci soffermiamo troppo a pensare a quello che sta dietro a questo piccolo pezzetto di carta: un mondo.
Questi piccoli oggetti sono in grado di muovere cifre impressionanti a livello di produzione, di comunicazione e propaganda, mercato dell’antiquario, consulenze e editoria, che a livello di produzione d’accessori. Basti pensare che il francobollo più costoso al mondo (il cosiddetto “z grill” emesso dagli Stati Uniti) è quotato circa 3.000.000.$.
Dunque, anche il francobollo ha una sua storia più meno accattivante che è iniziata moltissimi anni fa ed è legata alla riforma delle Poste della Gran Bretagna voluta da Roland Hill nel 1837. Accadde che in una bella giornata di sole del 1836, Mr. Hill, impiegato dello stato inglese, passeggiando per la campagna s’imbatté in una scena commovente: una ragazza non era in grado di pagare al postino la tassa della lettera appena giunta dal fidanzato lontano. A quel tempo la tassa era a carico del destinatario quindi gira e rigira restituì la lettera al postino. Senza indugio Rowland Hill si fece avanti e pagò la tassa al postino nonostante la ragazza fosse contraria. Una volta soli, la ragazza svelò a Mr. Hill il motivo della sua opposizione: la busta non conteneva altro che un foglio bianco perché lei e il suo fidanzato, per evadere la tassa postale, avevano deciso di inviarsi a vicenda lettere bianche recanti all’esterno alcuni segni convenzionali. Questa vicenda fece balenare nella mente dell’impiegato statale una brillante idea ovvero la possibilità di adottare come ricevuta della tassa postale pagata in anticipo, un rettangolino di carta da porre sulla busta. L’intuizione di Rowland Hill fu quella del servizio postale prepagato in cui la riscossione della tariffa postale avvenisse all’atto della spedizione a spese del mittente e non al momento del ricevimento. Nel 1837 fece pubblicare a sue spese il libretto “Post Office Reform: its Importance and Practicability”, con cui rese noto al parlamento inglese il suo pensiero riformatore.
Il 26 dicembre del 1839, il parlamento britannico approvò la riforma e rese necessaria la creazione dei francobolli. La cosa interessante è che nel settembre del 1839 fu bandito un concorso pubblico che rendeva la popolazione partecipe invitandola a suggerire il modo in cui il francobollo dovesse essere. Le proposte che giunsero in commissione furono numerosissime, addirittura 2600, delle quali però nessuna ottenne il favore del riformatore: a questo punto Hill decise che si sarebbe occupato personalmente della realizzazione del francobollo con l’aiuto del suo staff. Il soggetto prescelto fu il profilo della Regina Vittoria ed il 6 maggio 1840 le poste inglesi emisero il primo francobollo del mondo, che passò alla storia come Penny Black, così denominato perché aveva il valore di un penny e su sfondo nero recava il profilo della Regina Vittoria. Ben presto il francobollo divenne un successo mondiale grazie alla sua praticità e alla riforma postale di Hill.Col susseguirsi degli anni il francobollo raggiunse ogni parte del mondo.
I primi francobolli comparvero in Italia nel Lombardo - Veneto (1 giugno 1850) e gli ultimi nel Regno delle Due Sicilie (1 gennaio 1858 per Napoli e 1 gennaio 1859 per la Sicilia).

When we think of stamps today, in most of cases we imagine a small toothed rectangular piece of paper accompanying an envelope, a postcard, a parcel, in short something that is very common indeed.
The stamp is actually a security card which is issued by a postal administration and which represents the proof of advanced payment for services such as sending a letter or shipping a parcel to an addressee.
As for many other things taken for granted, we do not lose much time thinking of what is behind that small piece of paper: a whole world.
These small objects can move impressive turnovers at several and different levels such as production, communication, propaganda, antique market, consultancy, publishing and also at a level of accessories production. Just think the most expensive stamp in the world (the so called “z grill” issued by the United States of America) has a value of about 3,000,000$.
So, even the stamp is provided with its own history, more or less appealing. It began really many years ago and it is linked to the reform of Great Britain Post Service promoted by Roland Hill in 1837. It happened that a pretty sunny day in 1836, Mr. Hill, who was employee of the English State, was having a walk in the country when he ran into a very moving scene: a girl could not pay the postman the tax for the letter that she had just received from her far away lover. At that time that tax was at the addressee’s charge, so in the end she gave her letter back. Straight away Rowland Hill stepped forward and paid the tax to the postman though the girl was contrary to that. As they were alone, the girl explained Mr. Hill why she did not want him to pay: the envelope only contained a piece of white paper, since her lover and she had decided to send each other white letters reporting some conventional signs on the outer envelope in order to avoid paying the postal tax. That fact made an idea flash through the state employee’s mind that is the possibility of receiving a small rectangular piece of paper to apply on the envelope as receipt of the postal tax paid in advance. Rowland Hill’s intuition consisted in the prepaid postal service by means of which the payment of the postal tax occurred at the shipment at the sender’s charge and not at the receiving. In 1837 he published at his expenses the small book “Post Office Reform: its Importance and Practicability”, and informing by that the English Parliament about his reforming thought.
On December 26th, 1839, the British Parliament approved the reform and made the production of stamps necessary. The interesting thing was that in September 1839 a public competition was advertised to let people take part by inviting them to suggest how the stamp had to be. The commission received a very large amount of suggestions, even 2600, but none of them satisfied by the reformer: at that point Hill decided to take care personally about the creation of the stamp with the help of his staff. They chose the profile of Queen Victoria as subject and on May 06th 1840 the English Post issued the first stamp in the world that made history with the name of Penny Black. It was so called because it had the value of a penny and carried Queen Victoria’s profile on a black background. The stamp became soon a world success thanks to its practicality and to the Hill’s Post Reform. As the years passed by the stamp reach any part of the world.
The first stamps appeared in Italy in the Lombardic – Venetian regions (June 1st, 1850) and the last ones in the Kingdom of the two Sicilies (June 1st, 1858 in Naples and January 1st, 1859 in Sicily).
