Norwegian to English Bus/Financial Accounting annual report
Annual report for a shipping company. Term appears as heading in Accounting policies. Last year's report (sent as reference) used "Contingent liabilities" but a few pages further on there are also "Betingede forpliktelser", which I would normally translate as "Contingent liabilities". (Last year both were translated the same.)
The text beneath the heading reads "Usikre forpliktelser og regnskapsmessige avsetninger regnskapsføres når, og kun når, en har et gyldig krav mot seg (retslig eller forventet) som følge av tidligere hendelser og det kan sannsynliggjøres at et opgjør vil finne sted som følge av forpliktelsen, samt at forpliktelsen kan måles pålitelig."

I understand your problem, but it is difficult to see how this can mean anything else. See link below, looking at NRS 13 in the first (Norwegian) table and IAS 37 in the second (English) table.
