Sentence: 公海是公海有的,所以在公海上,那一國的船都有。

First Attempt: International waters are waters that are international; therefore, a nation's ship found in international waters is subject to international law.

This sentence is extremely challenging for me, as a nonnative Chinese speaker, and I am largely guessing at the author's intended meaning. Is it as challenging to you?

Question One: I do not understand the construction used in the first part of this sentence -- namely, A是A有的. An explanation with examples would be very helpful.

Question Two: The second part is no less perplexing. It appears to be of the form 在B上,C都有 where Crefers back to what Bis. Once again, an explanation with additional examples would be extremely helpful.
