This sentence is part of an evaluation report concerning legislation for environmental offences. I'm not sure if "pouvoir de réformation" is a legal term and if the equivalent in English would simply be a literal translation. In fact I would appreciate help with the translation of the full sentence to ensure I have all the legal terms.

Robert defines "réformation" in its legal sense as "Modification d'un acte par une autorité supérieure...". So this is about revision, not overturning the original measure. The text goes on to say this is "en tous points" - implying a level of detail that would be appropriate to revision but not to throwing the decision out in its entirety.

the power to overturn

moreover there's an absence of full recourse to jurisdiction in so far as the Council of State isn't in a position to enforce full jurisdiction,as if it were,it could be implied that it had sufficient power to overturn decisions in cases under revision.(powers it obviously doesn't have)
