can "systemic" refer to " bodily systems", e.g. cardiovascular, gastrointestinal etc.?

When information is given at one point and the system that is put in place to convert this information into an action at the other end, failures at several key points. so the system is faults at many key points points.
Another term commonly used,--- Global failure, Global meltdown of the system.

but systemic is a better choice here.

systemic= Adjective: Systemic ---- Affecting an entire system..."a systemic poison"

All three of these terms are different and one cannot replace another and have the same meaning as it. EVEN though they do have meanings which cross-over into each other.
They are all needed here to isolate;
THREE (3) AREAS OF FAILINGS IN;
THE RUNNING OF THE DEPARTMENT,
THE ADMINISTRATION
AND THE LOWER LEVELS OF RESPONSIBILITY AND REPORTING.

lack of authority ; No one is or has accepted responsibility, the place is run ad-hoc

system disorganization; the organization of the system is disorganized. Starting from the system provider or contractor, to those charged with the running of the system.

Allda you may be right. I was looking at it in the context of the heading
which says LEGAL challenges of split treatment & thinking of the information system. My confidence level 3 is not high.

exchange of information within the system

I think what is meant is a lack of exchange of information within the (healthcare) system, for example between the various professionals participating in the split treatment or between them and others, such as the family doctor or other specialists. This lack of exchange of information could result in failure of treatment or wrong treatment, over or undermedication, drug interactions, etc.
