Not an expert on the inner workings of machine guns; but I can tell you that Stumpf= dull, kegelig= conical or cone-shaped and Rastkopf would mean some sort of resting head or resting cap. It would appear to be a device to hold the safety or securing bolt firmly within the barrel in firing position. Hope this helps.
