Übertragen in this sense means 'to carry over' as is frequently seen in lists for numbers for the amount 'carried over' from one page to the next you will find at the top of the subsequent page the words 'Carried over' (from the previous page). In this case the amount is carried over from one decimal column to the next, i.e. 9 + 3 = 2 + 1 to be carried over to the 10's column. IMHO the 'Bildung' part can be ignored. It insinuates how the amount carried over is 'formed', but for all practical purpose can be left out.
