When the PHX heat transfer performance in the boiler air passes degradation to 60 percent of its design value, the amount of air that can condense is reduced, resulting in a low-level alarm.
At the same time, this back-pressurizes the Bridge Machine (BriM), which results in higher discharge pressure.
In order to keep the BriM shutdown on high discharge pressure, the turbine nozzles need to be opened.
The operator must open the turbine 1 percent at a time and keep the discharge pressure below 695 psig (47.93 barg).

The bridge machine provides customized pressure energy to the cryogenic air separation plant in an efficient manner to enable one or more gaseous products to be recovered at supernominal elevated pressure, and also to enable liquid production in supernominal amounts. Moreover, the bridge machine enables variation in this custom product slate for the plant without encountering an efficiency penalty
It appears to me that this is a pressure stabilizer of some sort and an intermediate machine in the process of cryogenic air separation.
I am sure that there is a proper term to describe this machine
