中央政府与省、市三级政府分别代表国家履行出资人职责 does this mean "investor" and does it refer to an individual or an organisation? What's the difference between this and 投资人?

founding investor or founding partner

出资人 and 投资人 are similar in the sense both provide funds to a company. The former is closer to corporate partner, including both individuals and organizations, while the second is in the broad sense of investor, including the founding partners and ordinary shareholders.

Funder might be OK for this context, although it can mean also sponsor or donator.

Financing an activity may not mean taking a share in the company but can be in the form of loans while investing normally means taking an equity stake.
