2) stat/vlada/zeme - v tomto pripade stat si pujcuje penize. "Sovereign debt" is a debt instrument guaranteed by a government
3) "povinne kreditni hodnoceni odpovidajici kreditnimu hodnoceni cele zeme" - je to dost tezkopadne, bohuzel. Jde o to, ze kdyz existuje "sovereign floor" kreditni hodnoceni dane banky nebo firmy nesmi byt nizsi (tj lepsi) nez hodnoceni cele zeme, viz priklad dole

Podle mého názoru jde o banku, která nepodléhá ani pravidlům komerčních bank, ani státnímu aparátu. Do kategorie by se tak řadily nezávislé centrální banky a mezinárodní banky.
