Den Armeleutegeruch hängten ihm erst die Historiker 20 Jahre später an. Einen Roller mußte man sich damals erst einmal leisten können! Und dann erst auch noch den König der Roller!
'Ihm' in the first sentence refers to the bubble car designed by Fritz Fend. What is the basic message here? Is it that it was only later that the bubble car was regarded as a poor man's car. When it first came out it was top of its class and you had to be able to afford a normal scooter before you could consider a bubble car? Or have I not quite understood this right?

I would translate the whole thing as follows:-

"It was only twenty years later that the historians attached the "poor man " label to him.

A scooter was something which you really had to be able to afford in these days; and even more so the king of scooters!"

I suddenly detected the meaning of 'erst die Historiker':(
This 'poor-people' smell was only fobbed* off on him 20 years later by the historians.

Your understanding is quite correct. It's like appending a label later on, when nicer looking vehicles were seen on the road by the historians.
