El Alcalde de un pequeño pueblo en el País Vasco, en apoyo a un plan de gestión de residuos de su localidad, hizo hace algunos años una declaración tan sencilla como contundente e inolvidable: “nuestra mejor tecnología es la comunidad”. Frase que se constituyó en el discurso más preciso para convocar a todos quienes quieren hacer un aporte concreto al equilibrio del mundo en que habitamos, ya que este es precisamente uno de los mayores atractivos contenidos en el desafío que nos imponen los residuos que generamos día a día: todos podemos hacer algo al respecto, ahora, exactamente ahora; y no sólo eso, lo que hagamos como comunidad es muy relevante, puede hacer una gran diferencia.
Es verdad que los residuos son el reflejo de nuestra sociedad consumista e insostenible, que mantiene un sistema lineal de producción donde lo que se extrae de la naturaleza termina desechándose en lugar de reincorporarse al ciclo natural o productivo. Es cierto, además, que históricamente en todo el mundo, y Chile no es la excepción, esta forma de manejo genera enormes impactos en la salud, en el ambiente local y también en el global.
Pero ésta no debe ser otra de esas historias donde nos desborda la sensación de impotencia. Al contrario, lo que ocurre hoy con los residuos deviene en un desafío sumamente lúdico, el que sin una gota de ingenuidad, va encendiendo bombillas de ideas a medida que hacemos camino: y a ese camino lo conocemos como Basura Cero, una filosofía y, a la vez, un objetivo práctico y visionario que llama a emular los ciclos naturales sostenibles a través de varios senderos complementarios; un trayecto donde se consume sólo lo necesario y se diseñan y generan productos amigables con el plan de conservarlos y recuperarlos sin enterrarlos en un relleno sanitario, o quemarlos en un incinerador; un concepto abrazado por ciudadanos y recicladores de todo el mundo y que ofrece algunas de las mejores soluciones urbanas descentralizadas para reducir la contaminación del ambiente, conservar energía y, al mismo tiempo, recursos naturales.
Esta Guía nos entrega valiosas herramientas para aplicar este principio, y es un aporte más al debate en torno a esta materia: ya no basta con reciclar lo que hoy se genera, es necesario promover una transformación en el diseño de los productos, a manera de fabricarlos libres de tóxicos y 100% reciclables; o mejor aún, reutilizables. Aquí, es necesaria una profunda transformación en los modelos de consumo, que nos lleve de vuelta a un estado donde seamos lo que somos y no lo que tenemos. Para ello, son necesarias instituciones capaces de proyectarse al futuro, siendo conscientes de dar un salto hacia esta nueva y responsable forma de relacionarnos con la basura que generamos.
La estrategia de Basura Cero no es como esas patentes de inventos que nunca nadie ha podido utilizar o llevar a la práctica. Existe, hoy, en cientos de ciudades en el mundo y con excelentes resultados. Cuando Basura Cero se torna una realidad no sólo se resuelve el problema de los residuos; simultáneamente, se crea una ciudadanía consciente y participativa de la solución. En donde, una habitante desde su hogar, no hace desaparecer la “basura”, sino que apoya el proceso de convertirla en residuos orgánicos compostables y en residuos secos reciclables. Desde su libre albedrío, no compra todo lo que puede comprar, sino aquello que necesita y que no daña al entorno.
En concreto, Basura Cero identifica algunas estrategias básicas de acción: 1) Alejarse de la eliminación de residuos, es decir, establecer plazos y objetivos para disminuir la cantidad de desechos que son enviados a rellenos sanitarios, incineradores u otras formas de disposición final. Para esto, postula que se debe eliminar la incineración de residuos, establecer cuotas máximas de almacenamiento de rellenos sanitarios y prohibir gradualmente los productos desechables; 2) Promover la reutilización, el reciclaje y el tratamiento de materia orgánica a través de compostaje o biodigestión; creando, así, un ciclo cerrado en que el papel, el vidrio, los metales, plásticos y alimentos se reintegren a su propia fase productiva o a la naturaleza. De este modo, se ahorra materia prima y energía; 3) Incentivar la participación comunitaria como herramienta fundamental en la gestión de residuos. De este modo, al realizar un proceso de consulta inicial a nivel ciudadano, comunitario u otro, en donde se ejecutará un plan de gestión de residuos, se asegurará un diseño adecuado de las estrategias a implementar y mayores índices de participación. Para garantizar que esto funcione óptimamente, cada residente debe tomar parte activa mediante el consumo responsable y la separación de residuos desde su propio hogar; 4) Diseñar para el futuro con el firme propósito de reducir el uso de materiales, tanto a nivel de los mismos productos como de sus empaques, generando productos no tóxicos y 100% reciclables.
Somos, entonces, los ciudadanos quienes hemos levantado iniciativas de Basura Cero aquí y allá. Esta Guía de Fundación Basura es un paso más, una nueva luz que aporta a la transformación.
II. Introducción
Somos parte de la generación de la abundancia. Una generación donde abrimos una llave y obtenemos agua. Nos lavamos los dientes sin preocuparnos de su falta. Compramos alimentos y permitimos que estos se descompongan dentro de nuestro refrigerador sin necesariamente haberlos consumido. Compramos objetos y luego los insertamos en bolsas de basura, en ductos de basura, en camiones de basura que van a vertederos, también de basura. Limpiamos nuestros hogares con los mejores productos de aseo sin siquiera preguntarnos si estos contaminan el agua que riega los alimentos y humecta la tierra. Una generación donde abundan las respuestas, pero escasean los cuestionamientos en torno a estas costumbres y su impacto.
El ritmo acelerado de la generación de la abundancia no permite reflexionar sobre el estilo de vida que llevamos. ¿De dónde viene este objeto?, ¿cuánta energía se requirió para fabricarlo?, ¿a dónde irá cuando me deshaga de él?. Y, aunque esta información esté disponible para quien la solicite, la generación de la abundancia no la necesita; porque aún después de conocer las respuestas, seguirá viviendo en la abundancia. Aún si somos afectados por desastres naturales o incendios, agravados por el aumento de las temperaturas y el cambio climático, evitaremos sacrificar nuestras comodidades, ya que después de que la pena, la rabia y los desastres pasen, seguiremos viviendo en una generación acostumbrada a vivir en la abundancia.
“En Chile se generan alrededor de 5,6 millones de toneladas anuales de residuos sólidos domiciliarios y asimilables. Sólo para la Región Metropolitana se estiman actualmente más de 2,6 millones de toneladas cada año, las que terminan en vertederos municipales o ilegales, generando graves impactos a nuestro entorno, deteriorando la calidad de vida de las personas, contribuyendo al calentamiento global y sobre todo, desperdiciando el valor que estos poseen en términos económicos, energéticos y de desarrollo”. (Ministerio del Medio Ambiente de Chile, 2011).
De alguna forma sabemos que nuestra manera de vivir tiene impactos que están comenzando a visibilizarse con gran potencia. Tenemos la sensación de que, si seguimos así, la próxima no será una generación de la abundancia sino de la escasez, pero no hacemos nada al respecto. La generación de la escasez ya existe en comunidades afectadas por la desertificación y la falta de agua limpia para beber. Entonces me pregunto: ¿Es necesario esperar a que esta generación se haga presente para tratar de combatirla?, ¿por qué no evitar que aparezca del todo?.
Hoy en día ya no es necesario depender de quienes se dedican a la política para generar nuevas maneras de hacer. Hoy es posible generar una transformación desde nuestra propia acción. Es precisamente a través del auto empoderamiento y el desarrollo de un autoconcepto individual positivo que lograremos una transición real en la dimensión social colectiva.
Este libro es una herramienta de inicio para quienes, a pesar de ser parte de la generación de la abundancia, buscan actuar para preservarla, para los que somos y los que vendrán; para aquellos que también creen que la basura es una creación del ser humano moderno y que podemos vivir sin generarla.

III. Ser Agentes de Cambio: La importancia de la acción individual dentro de un problema colectivo
“Y esas alteraciones permiten entender que el hombre, en verdad, ya no habita absolutamente la naturaleza, ha creado un sucedáneo de la naturaleza que es, por un lado, la producción que de ella ha hecho, la conversión de ella en producto, y, por otro lado, la desmesura que ha generado mediante la ruptura del orden natural” (Santiago Kovadloff, 2008).
Muchos concuerdan en que es necesario hacer algo al respecto, cuando hablamos sobre la deplorable situación en la que está el planeta que habitamos. Sin embargo, una importante parte de este mismo grupo termina sin hacer absolutamente nada. ¿Por qué?. Francisco Heras Hernández, biólogo ambiental de la Universidad Autónoma de Madrid describe ciertas barreras que podrían limitar nuestra acción o, incluso, impedir que desarrollemos alguna, en donde probablemente la mayor de las conciencias puede llegar a ser insuficiente:
¿Por qué sacrificaría mis costumbres si estoy cómodo?
Una de las opciones más eficaces para dejar de producir basura en casa (y, con ello, los impactos negativos que ésta genera en el medio ambiente y la sociedad) es adecuar el consumo. Y es que el hecho de renunciar a determinados comportamientos y reemplazarlos por otros “responsables” genera un costo en la comodidad y en el status que muchas personas no están dispuestas a asumir. Lo cierto es que el precio que no queremos costear, será pagado con impactos sociales y ambientales por otra persona en un futuro o presente, muchas veces desconocido para el consumidor.
“Lo que yo haga no hace la diferencia”
Esto es lo que la mayoría de las personas piensa cuando se les pregunta: ¿Por qué no se preocupa de generar menos basura?. Para muchos, dejar de consumir ciertos productos o reciclar donde nadie lo hace, es inútil y no genera un impacto. “Lo cierto es que la percepción de la insignificancia de la acción individual nos lleva a esperar a que otros actúen primero, antes de realizar sacrificios individuales considerados como importantes.” (Francisco Heras, 2003).
Contextos difíciles
En diversas ocasiones el tomar la iniciativa depende, para muchas personas, de la infraestructura -productos y servicios- disponible en la comunidad de origen. Según la segunda encuesta nacional del Ministerio del Medio Ambiente de Chile, realizada el año 2016, una de las razones del por qué mucha gente no recicla en Chile es por falta de infraestructura de reciclaje, razón que tiene mucha validez si buscamos hacer responsable a la población por su basura; pero, aquí hay que entender que, esta población no cuenta con los medios sociales, económicos o el tiempo extra para buscar infraestructura fuera de su contexto territorial.
Resulta determinante conocer estas barreras -muchas veces autoimpuestas- con el objetivo de superarlas y comprender la importancia de la acción individual frente a una problemática colectiva y transversal como lo es la basura y la contaminación que ella genera. Vencer estas barreras es parte de ser un agente de cambio. Cada acción individual, por muy pequeña que sea, genera impactos positivos, ya sea a corto o largo plazo. Éstas son sin duda las acciones más relevantes, si son las que permiten generar instancias de discusión y posterior movilización para con otras personas; lo cual se reflejará positivamente en acciones concretas sobre nuestros barrios, comunas y países.

The mayor of a small town in the Basque Country, in support of a waste management plan for his community, made a simple yet insightful statement: “our greatest technological resource is the community”. This quote is a perfect synthesis of the discourse which we seek to spread. The discourse appeals to each an every person looking to contribute, concretely and efficiently, in bringing balance to the world where we live. This is, precisely, one of the most compelling dimensions of the challenge that the waste we produce daily imposes on us: There is something we can all do something about it, here and now. Moreover, what we do as a community will be transcendental.
Effectively, waste is a reflection of our society, its unsustainability and consumerism based on a system of linear production, in which the products extracted from nature are disposed of, instead of being reincorporated to the natural or productive cycles. It is a fact that this approach to waste management has created, throughout history, major adverse effects on human health and on the local and global environment, Chile certainly not being the exception. But this book needn’t be yet another narrative where we the feeling of powerlessness overcomes us. On the contrary, this new approach to waste presents us with a ludic challenge, which will light our way as we move forwards on the field of ideas: we will call this path Zero Waste, a philosophy which is, at the same time, a visionary yet practical objective, aiming towards replicating/imitating the sustainable cycles of nature following a diverse range of mutually complementary pathways. These pathways aim towards limiting our consumption only to what is necessary, as well as designing and generating environmentally friendly products, that are to be preserved and recovered, instead of being sent to a landfill or to an incinerator. This concept has been embraced by citizens and recyclers all over the world, as it offers some of the best, decentralized, urban-scale solutions to reduce environmental contamination, save energy and preserve natural resources.
This Guide provides us with valuable tools to put this principle into action, and furthermore, it will provide material to use in the debates to come on the matter: it is not enough to recycle what we are currently generating, it is also necessary to encourage a paradigm shift in the design of products, so as to manufacture them for full recyclability, if not reusability, and without using toxic substances in the process. This is a problem that requires a profound shift in the models of consumption, informed by an outlook in which we are measured in terms of what we are and not on terms of what we have. This will require institutions that can project themselves into the future, aware of the need to take a leap towards this new and responsible approach to the waste we generate.
Zero Waste’s strategy steers away from any type of catchall solutions, or impractical and unusable formulas, being successfully applied in hundreds of cities all over the world. Once Zero Waste becomes a reality, not only does it solve the problem of the products of waste, at the same time, it fosters a participative citizenry, conscious of the solution. The residents of a household won’t limit themselves to just making waste “go away”, instead they contribute to the process of converting the waste either into compostable, organic waste, or into recyclable, solid waste. Acting on their freewill, they buy the things they actually need instead of everything they want, limiting their effects over the environment.
Concretely, Zero Waste has identified some basic strategies to action: 1) Steer away from waste disposal or dumping, that is, to establish deadlines and goals in order to reduce the amount of waste that is send to landfills, incinerators and other types of final disposal. We propose to ban the incineration of waste, establishing a capacity limit for landfills, and a gradual ban on disposable products; 2) Foster reusing, recycling and, in particular, the treatment of organic matter via composting or biodigestion; thus creating a closed cycle in which paper, glass, metals, plastics and food are reintegrated to their own productive phase or to nature. This will allow to preserve energy and raw materials; 3) Incentivize the participation of the community as a key resource for waste management. When the development and implementation of a waste management initiative is duly consulted with the citizens, community or any other social level affected by the project, it will guarantee the correct design of the implementation strategies and a fruitful involvement of the community. To guarantee an optimal operation of these initiatives, the residents must actively take part by consuming responsibly and by sorting waste in their own homes; 4) Future-oriented design, with the concrete purpose of reducing the extraction of new raw material, both in the contents as in their packaging, generating fully recyclable, non-toxic products.
Citizens like us, all over the world, have been the driving force behind the proposal and development of Zero Waste initiatives. This Guide by Fundación Basura is a further step forwards and a guiding light towards this transition.
II. Introduction
We were born into a generation of abundance. A generation where the turn of a faucet will pour water, where we wash our teeth without worrying if we will be able to rinse our mouths. We buy food and let it rot inside the refrigerator, without having even opened its packaging. We buy objects that, later on, are thrown in garbage bags, down garbage chutes, into garbage trucks and onto dumping grounds. We clean our homes with the finest products available without considering if they contaminate the water for irrigation or soil dampening. A generation endowed with vast wealth of answers to its needs, but also lacking the needed questioning of these practices and their impact.
The frantic rhythm imposed over the generation of abundance prevents them, us, from questioning the lifestyles we follow. Where did this or that object come from? How much energy was required to manufacture it? What is its final destination once I dispose of it? If (or when) this information were made available for whoever asks for it, it will be a futile piece of data. Even after learning the answers to these questions, we will still be immersed in the cycles of plenty. We will avoid sacrificing our comforts, even if we are affected by natural disasters or wildfires intensified by the climate change, for once a season of disasters has come to pass, along with the anger and sorrow they bring, we will continue to follow the habits ingrained on us as a generation of abundance.
“Every year, Chile generates around 5.6 million metric tons of domestic and municipal solid waste. Only in the Metropolitan Region, an estimated 2.6 million tons of waste are generated every year, which are destined to municipal or illegal landfills, gravely impacting our environment, eroding the quality of life of the people, contributing to global warming and, above all, wasting its potential economic, energetic and developmental value.” (Ministry of the Environment of Chile, 2011)
In some ways, we are aware that the impact of our lifestyles has become increasingly more visible. Our intuitions can perceive that, if we continue on this path, the next generation will not be one of plenty but one of scarcity, yet we fail to do anything about it. The generation of scarcity is already a reality in communities affected by desertification and lack of access to drinking water. This makes me wonder: Is it necessary to wait until this generation of scarcity becomes ubiquitous in order to try and fight it? How about, instead, to try and avoid for this to take place in the first place?
Nowadays, it is no longer necessary to depend on policymakers in order to create new path to action. Nowadays we can, from our own actions, orient ourselves to a transformation. A real transition in the collective social dimension will be achieved, precisely, through self-empowerment and the development of a positive individual conception of oneself.
This book is a beginners’ guide for all those who seek to take action in order to preserve the generation of abundance, for those currently living and for the generations to come. This is a tool for all those who believe that waste is a modern human creation and that we can live without adding to the pile.

III. Becoming Agents for Change: The importance of individual action within a collective problem.
“These alterations allow us to understand that in actuality, man no longer fully inhabits nature, it has instead created a substitute of nature which is, on the one hand the production it has derived from it, the transformation of nature into products, and on the other, it is the excess generated by breaking with the natural order” (Santiago Kovadloff, 2008)
When discussing the sorry state of our planet, most people agree that something needs to be done. However, a sizeable portion of them, ultimately, will do nothing at all. Why is it? According to Francisco Heras Hernández, an environmental biologist of the Autonomous University of Madrid, there are certain barriers that might limit our action, or even prevent it from happening in the first place. When faced with these barriers, even the highest levels of environmental awareness might be insufficient:
Why would I sacrifice my habits if I am comfortable as it is?
One of the most effective options to limit the domestic production of waste (and therefore, the negative impacts it has over society and the environment) is to adjust consumption. And indeed, renouncing to certain behaviors and replacing them with different, more “responsible” ones incurs in a cost over comfort and status that many people are unwilling to accept. But it is also true that the prices we refuse to pay will eventually be paid in terms of social and environmental adversities, suffered by others, in the future or in the present, many times, unknown to the consumer.
“Whatever I might do is irrelevant.”
This is what most people think when asked why they are not concerned about generating less waste. For many, to recyle or cease consuming certain products seems useless when nobody else does. “The reality is that the perception of the insignificance of the individual action leads us to expect that others will act first, before making ourselves relevant, individual sacrifices.” (Francisco Heras, 2003)
Challenging contexts.
In several instances, and for many people, the degree of enthusiasm will depend on the infrastructure –of products and services- available in their communities. According to the Second National Poll on the Environment, taken by the Chilean Ministry of the Environment in 2016, one of the reasons why many people in Chile don’t recycle is a the lack of a recycling infrastructure. This is a reasonable objection if we want to encourage the population to be responsible for their own waste. We must understand that these segments of the population don’t have the time and/or social and economic means needed to find and use this type of infrastructure outside their territorial context.
It is crucial for us to identify these barriers (which are many times self-imposed) with the objective of overcoming them, in addition to understanding the importance of individual action, when facing a collective and intersectional problem such as waste and pollution. The overcoming of these barriers is part of what being an agent for change entails. Each individual action, as small as it might be, will yield positive impacts, whether in the short or in the long term. Without a doubt, these will be the most relevant actions, if they can lead to instances of discussion and mobilization with others, which will be positively reflected in concrete actions on our neighborhoods, districts and countries.

I am a fast learner and I am eager to acquire new knowledges and skills. As it has been what my studies and work experience have demanded, I like functioning as a jack-of-all-trades of the soft skills.
But in particular, my strongests suits are in editing and translating. The most appealing, challenging and yet enjoyable aspect about these is that they involve all activities related to the written word: Creating, composing, correcting, etc. I enjoy translating and editing regardless of the subject matter of the text at hand, and I find a great deal of satisfaction in pulishing a text into the best possible wording or translating it into its most precise target words.
I was raised in a bilingual household and exposed from an early age to multiple cultural inputs. In this regard, my best personal trait is my cultural and intellectual curiosity, which in turn feeds my disposition towards perfectionism. I approach translation and editing as ever-perfectible skills, in which you should never be content only with your previous experience and achievements, but instead these are activities that demand constant study and updating.
