According to one Roman historian, the first days after the death of a tyrant are the happiest for the people: for the end of suffering is the most keenly felt of all human pleasures.
However, a cruel reign often presages a weak one. The newly crowned head of state, afraid of being likened to his hated predecessor and hoping to win universal affection, may easily fall into the opposite extreme of harmfully weakening the state. The country's true friends would have been especially wary of this because they were well acquainted with the unusual meekness of Ivan's successor, who combined a timid intellect with boundless piety and an indifference to worldly majesty. On the throne that had once borne a thunderous and grim torturer, Russia now beheld a fasting and silent recluse, someone better suited to the caves and cells of hermits than to sovereign authority. And, indeed, this was how Ivan himself described Fyodor in a moment of candor while lamenting the death of his favorite elder son. Since he did not inherit the royal intellect, Fyodor possessed neither the imperious semblance of his father nor the manly beauty of his grandfather and great-grandfather. He was small of stature, flabby of form, and pale of face. He smiled constantly, but without vitality. He moved slowly and walked with a lopsided gait due to a weakness of the legs. In a word, he showed all the signs of having prematurely exhausted all the native and spiritual strength with which nature had endowed him. Guessing that this twenty-seven year old sovereign was condemned by nature to a permanent immaturity of spirit and would be reliant on the magnates and monastics, many dared not rejoice at the demise of the tyranny. They would regret it during the leaderless days of plots and turmoil fomented by the Boyars, which, although they were less destructive for the people, were much more calamitous for the illustrious state that had been built up by strong, undivided royal authority. Fortunately for Russia, Fyodor, who feared power as a perilous occasion to sin, entrusted the helm of the state to a skilled hand. So, his reign, though it was no stranger to lawlessness and was marred by the most terrible outrage, seemed to those who lived through it like a golden age of divine grace and well-being precisely because it marked the end of Ivan's rule!

И еще раз Серый Лютый попробовал схватиться с человеком - в открытую.
Это случилось днем. Трескучий мороз сковал степь. Белесо-голубое небо затянуло искрящееся марево, сквозь которое угрюмо смотрело багровое, кровавое око солнца. Снега звенели.
Волки, горбясь, приседая и словно дымясь на морозе, подошли вплотную к аулу. И вдруг из-за окраинной зимовки вышел двугорбый верблюд, валко зашагал прямо на стаю. Между его горбами сидел человек, один человек, и голова его была обернута белым, а это - женский убор. Серый Лютый насторожился.
Верблюд - не конь, и всадник на нем - не чабан, не табунщик. Собаки лаяли, не высовываясь из аула. Стая застыла, предвкушая легкую добычу. Однако верблюд поднял губастую голову и побежал на стаю ровной размашистой рысцой. Волки заметались, наскакивая друг на друга, и брызнули от него в степь.
Странный верблюд! Куда он бежит? Почему не боится? И всадник странный - не кричит, не свищет, не размахивает руками.
Волки бежали без оглядки. Бежал и Серый Лютый. Верблюд остановился, шумно фыркая. Жгучий январский ветер шевелил на его боках грязно-бурые космы. Женщина сидела между его горбами не шевелясь, лишь платок на ее голове вздулся белым шаром.
Вся шерсть поднялась на Сером Лютом. Он стал как вкопанный, вытянул лобастую остроухую морду, принюхиваясь.
Ничего особенного... Двуногий его не пугал, он сам пугал двуногих, едва успев вырасти, еще в ауле. А здесь, в открытой степи, он, серый, всех страшнее.
Стая рассеялась, волки маячили далеко на холмах в сияющем морозном тумане. Серый Лютый остался. И когда верблюд опять вскинул голову и пошел к нему, он неспешно затрусил к холмам, низко держа, словно бы волоча по снегу, хвост, заманивая всадника подальше от аула, поближе к стае.
Верблюд останавливался - тотчас садился на хвост и волк. Верблюд, пускался рысью - рысил впереди него и волк. Расстояние между ними медленно сокращалось. Серый Лютый терпеливо, холодно примеривался.
Наконец аул скрылся за снежным косогором, а стая - вот она!
Серый Лютый выпрямился и поступил так же, как накануне с одиноким путником: скачками, играючи, понесся вокруг верблюда, отрезая ему путь в аул. Верблюд затоптался на месте, скрипуче заревел, и Серый Лютый видел, как на рев кинулась с холма разом осмелевшая стая.
Зато он не заметил, как меж верблюжьих горбов внезапно, невесть откуда, возникла блеснув на солнце, гладкая черная палка с круглым немигающим глазом на конце.
И вот из безоблачного зимнего неба ударил гром. Раскатистое эхо запрыгало по окрестным холмам. Незримая свинцовая оса впилась волку в ляжку и прожгла ее насквозь. Впервые в жизни Серый Лютый подал голос. Яростно взвизгнув, он куснул себя в ляжку и полетел через голову кувырком, чего с ним тоже до тех пор не случалось.
Вскочив, Серый Лютый на трех ногах ошалело покатил прочь от ревевшего верблюда.

But this wasn’t the only time Savage Grey attempted to take on a human being out in the open.
The second time took place in the middle of the day. A bitter frost fettered the steppe. A freezing haze shimmered and sparkled over the hoary light blue sky, and the crimson bloodshot eye of the sun stared balefully through it. The snow tinkled audibly.
The wolves, huddled together and literally steaming in the frost, had come right up to the aul. Suddenly a two-humped camel wandered out from the edge of the wintering grounds, heading straight towards the pack with its rolling gait. Sitting between its humps was a single person and that person’s head was wrapped in a white scarf, and that could only mean one thing – a woman. Savage Grey pricked up his ears.
A camel is not a horse, and its rider couldn’t be a shepherd or herdsman. The dogs were barking but didn’t show their faces beyond the aul. The pack froze, sensing easy prey. However, the camel lifted its thick-lipped head and began to run towards the pack at a steady, sprawling gallop. The wolves swept away, jostling against each other, and scattered away from it over the steppe.
A strange camel! Where was it running to? Why wasn’t it afraid? And its rider was also strange, it didn’t yell, didn’t whistle, didn’t wave its hands about.
The wolves ran without a backwards glance. Savage Grey ran with them. The camel stopped, snorting noisily. The burning January wind riffled the dirty brown hair on its flanks. The woman sitting between its humps didn’t stir, only the scarf on her head ballooned out like a white orb.
The fur on Savage Grey’s body stood up on end. He stood rooted to the spot, straining his finely tuned ears, sniffing.
There was nothing unusual... This two-legged human didn’t frighten him, it was he who frightened humans. Hadn’t he grown up in one of their settlements? And here on the open steppe, no-one was more terrifying than him.
The pack dispersed, the wolves hovering at a distance in the hills in the glittering, freezing fog. Savage Grey stood his ground. And when the camel threw back its head and set off towards him, he unhurriedly retreated towards the hills, holding himself low, hugging the snow, his tail luring the rider further and further from the aul and closer and closer towards the pack.
When the camel stopped – the wolf would immediately do the same. When the camel broke into a trot, so did the wolf. The distance between them gradually shortened. Savage Grey patiently and coldly measuring it in his head.
Finally, the aul disappeared from sight behind a snowy incline, where the pack was waiting!
Savage Grey straightened his back and repeated the same manoeuvre he had used against the solitary traveller: with effortless bounds he made a large circle around the camel, cutting it off from the aul. The camel stamped on the spot, roaring hoarsely, and Savage Grey noted how its discomfort had emboldened the pack, which was now dashing down from the hill.
However, he did not notice the smooth, black thunder stick with its round unblinking eye that had appeared from somewhere between the camel’s humps, glinting in the sun.
And then from out of the blue cloudless wintry sky a clap of thunder rolled out. Its rolling echo leaping from one hilltop to another. An invisible lead wasp sank its sting into the wolf’s thigh, burning its way right through. For the first time in his life, Savage Grey did not remain silent. Yelping savagely, he bit his own thigh and somersaulted head over heels, something else that had never happened to him before.
Limping on three legs, Savage Grey madly tumbled away from the roaring camel. Before the hunter’s frozen hands could reload the rifle, the wolf was already hidden in the hollow. A long thread of bright red drops stretched behind his three-pawed tracks.

Сфера действия
Настоящее Соглашение определяет порядок выдачи лицензий и разрешений на экспорт и (или) импорт товаров, включенных в единый перечень товаров, к которым применяются запреты или ограничения на ввоз или вывоз государствами - участниками таможенного союза в рамках Евразийского экономического сообщества в торговле с третьими странами (далее - единый перечень).
Действие настоящего Соглашения не распространяется на экспорт и (или) импорт товаров, подлежащих экспортному контролю, на экспорт и импорт вооружений и военной техники, а также иной продукции военного назначения.
Статья 2
Основные понятия
В настоящем Соглашении используются понятия, определенные статьей 1 Соглашения о единых мерах нетарифного регулирования в отношении третьих стран от 25 января 2008 года, а также следующие понятия:
"генеральная лицензия" - лицензия, выдаваемая участнику внешнеторговой деятельности на основании решения Стороны и предоставляющая право на экспорт и (или) импорт отдельного вида лицензируемого товара в определенном лицензией количестве;
"исключительная лицензия" - лицензия, предоставляющая участнику внешнеторговой деятельности исключительное право на экспорт и (или) импорт отдельного вида товара;
"разовая лицензия" - лицензия, выдаваемая участнику внешнеторговой деятельности на основании внешнеторговой сделки, предметом которой является лицензируемый товар, и предоставляющая право на экспорт и (или) импорт этого товара в определенном количестве;
"разрешение" - разрешительный документ, выдаваемый участнику внешнеторговой деятельности на основании внешнеторговой сделки, предметом которой является товар, в отношении которого установлено наблюдение за экспортом и (или) импортом в определенном количестве;
"заявитель" - участник внешнеторговой деятельности, представляющий в уполномоченный государственный орган исполнительной власти государства Стороны документы в целях оформления лицензии или разрешения;
"исполнение лицензии" - фактический ввоз товаров на таможенные территории государств Сторон из третьих стран или вывоз товаров с таможенных территорий государств Сторон в третьи страны, в отношении которых произведено таможенное оформление на основании выданной лицензии.

Scope
This Agreement shall determine the procedure for granting licences and permits for the export and/or import of goods included in the unified list of goods that are subject to import or export prohibitions or restrictions by members of the Customs Union within the framework of the Eurasian Economic Union for trade with third countries (hereinafter - the unified list).
The scope hereof does not apply to the export and/or import of goods subject to export control, to the export and import of arms and military equipment or any other products for military purposes.
Article 2
Definitions
This Agreement uses terms that have been defined by article 1 of the Treaty on Unified Non-Tariff Regulatory Measures in Relation to Third Countries dated 25 January 2008 as well as the following terms:
"General Licence" means a licence issued to a foreign trade entity by virtue of a decision taken by the Party granting the right to export and/or import a specific type of licensed goods in a quantity determined by the licence.
"Exclusive Licence" means a licence granting a foreign trade entity the exclusive right to export and/or import a specific type of goods.
"Single Use Licence" means a licence issued to a foreign trade entity on the basis of a foreign trade transaction involving the licensed goods and grants the right to export and/or import a specified quantity of these goods.
"Permit" means an authorisation document issued to a foreign trade entity on the basis of a foreign economic transaction involving goods in respect of which import and/or export monitoring is in place with regards its precise quantity.
"Applicant" means a foreign trade entity providing documents to an executive government authority of a Party country for the purpose of formalising a licence or permit.
"Implementation of the licence" means the actual import of goods onto the customs territory of the Party country from third countries or the export of goods from the customs territories of the Party countries to third countries in respect of which customs clearance has been made on the basis of the licence issued.

В 1991 злосчастном году, посредством ряда поспешно-суетливых диверсионно-чиновничьих процедур, было совершено величайшее геополитическое и геокультурное преступление – развал СССР. Одно из самых могущественных энигматических пространств современности, распалось на мелкие “феодальные княжества”, именуемые независимыми государствами. Распалось на глазах у миллионов простых советских людей, утомлённых лживой либерально-демократической риторикой горбачёвских горе реформаторов.
Это было дико, неожиданно и возвышенно одновременно. Население огромной страны, уже охваченной огнём межнациональных конфликтов, изрядно подустало от интенсивного лицемерия демагогической партийной бюрократии и хамской политики центра (т. е. Москвы) по отношению к несговорчивым республикам (Средней Азии, Закавказья и Прибалтики). Эта всенародная усталость и телячье раболепство продвинутой советской кухонной интеллигенции перед западными “общечеловеческими ценностями”, определило индифферентность масс к самому факту исчезновения могущественной державы.
Это сейчас, с высоты прошедших лет можно сожалеть о трагедии, постигшей евразийское Пространство и о геополитическом преступлении перед Историей со стороны нескольких обезумевших партийных ничтожеств из высших эшелонов власти. С высоты нашего времени всё выглядит по-другому. Всё гораздо прозаичнее, жестче, без сантиментов и инфантильного героизма розового периода национально-освободительных движений и карикатурно-трогательного парада суверенитетов. А тогда, в конце 80-х и начале 90-х годов политическая атмосфера была пронизана гипнотическим туманом массового квази-демократического безумия. Мир казался строго дихотомичным и однозначным: с одной стороны, империя зла - СССР и социалистический лагерь, - с другой, весь остальной нормальный, демократический мир всеобщего благоденствия и прогрессирующего блага. Одурманенная внушительными дозами перестроечной свободы, наиболее пассионарная часть советских народов, вооружившись лозунгами народно-освободительных движений, начала борьбу за независимость. Борьбу против так называемой “империи зла”. Борьба увенчалась успехом. В 1991 году красный колос на глиняных ногах рухнул. Народы получили, наконец, “свободу”. Демократически ориентированные элиты национальных республик ликовали, как ликуют дети, одаренные долгожданными игрушками на новогодней ёлке. Ведь в республиках большинство интеллигентов-шестидесятников давно грезили о национальном суверенитете. Никто из них и представить не мог, чем всё это закончится, какой кровью обернётся дорога к пресловутой и мнимой свободе.

BELONGING TO A COMMON FATE
In the ill fated year of 1991, by dint of a series of hectic and diverse, bureaucratic procedures, a huge geopolitical and geo-cultural crime was committed - the break up of the USSR. One of the most powerful and enigmatic spaces of modern times, was split up into small “feudal princedoms” calling themselves independent states. It was broken up before the eyes of millions of everyday Soviet people who had been exhausted by the deceitful liberal democratic rhetoric of Gorbachev’s manifold reformers.
It was simultaneously wild, unexpected and noble. This huge country’s population, which had already been set alight by the fire of inter-ethnic conflicts, was heartily tired of the intense hypocrisy of a demagogic party bureaucracy and the boorish policies of the centre (i.e. Moscow) towards the un-compliant republics of the Caucasus, Baltic Sea and Central Asia. This country-wide exhaustion and the innocent servility exhibited by the Soviet Union’s “kitchen” intelligentsia to Western “common human values”, defined the indifference of the people to the very fact of the disappearance of this mighty state.
From the lofty heights of hindsight it is now possible to deplore the tragedy that came to the Eurasian Space and the geopolitical crime before History on the part of a few witless political non-entities from the higher echelons of power. With the hindsight of the present everything looks different. Everything seems much more prosaic and crueller now and lacking the sentiment and infantile heroism of the rosy period of the national liberation movements and the caricature-like parade of sovereignty. But back then, at the end of the eighties and the beginning of the nineties, the political atmosphere was permeated by a hypnotic fog of mass quasi-democratic madness. The world seemed a strictly dichotic and unambiguous place: On the one hand there was the empire of evil – the USSR and the socialist camp and on the other there was the rest of the normal democratic world full of general goodwill and progressive goodness. Befuddled by the authoritative doses of freedom doled out during perestroika the most active part of the Soviet people armed with the slogans of the national liberation movements began the struggle for independence. The people of the Soviet Union had finally received their “freedom”. The democratically oriented elites of the satellite republics whooped for joy, like small children who have been given a long awaited Christmas present. You see, in the Soviet republics the majority of the sixties generation intelligentsia had been dreaming of national sovereignty for ages. None of them could even imagine how this would all end, how much blood would be spilled on this road leading back to an outrageous and sham freedom.

В поезде было пусто. Клэр неприязненно взглянула на расхристанного парня в шортах с голым торсом в наколках. Его нога в расшнурованных тяжеловессных бутсах вызывающе возлежала на сиденье. Какой дурак придумал делаь в поездах эти велюровые сиденья? Да еше шибающего в глаз акрилового синего цвета... Они впитывали все человеческие выделения и отвратительно пахли. В Барселоне, вспомнила она, сиденья были пластиковые, моющиеся и вообще было ощущение промытости и чистоты. В Москве – тоже,кажется, дермантиновые, моющиеся. The train was practically empty. Clare glared at the self-satisfied, bare-chested lout in his tattoos and shorts. His large dirty unlaced boots were plumped defiantly and aggressively on the seat. Which idiot had come up with the idea of upholstering public transport in fake velour? And more to the point who had chosen that poisonous blue colour... They acted like a sponge for every imaginable human secretion and smelled revolting. In Barcelona, she recalled, the seats were plastic and washable and that, in general, the city gave off an air of freshly washed order. Even Moscow, had fake leather seating that could be sluiced down. For some reason, in spite of the universally accepted notions of hygiene, the British insist on covering everything in plush fabrics or carpets - even our kitchens and toilets. Despite the regular microphobia inducing warnings broadcasted by the telly about the microscopic beasties that inhabit them.
Clare turned away from the delinquent and gazed out of the window – saying anything to him would be utterly pointless and possibly dangerous. Outside majestically hideous corporate edifices sailed slowly past along the Thames. They reminded her of her long held ambition to write about the absurd and ridiculous in architecture. The file of materials had grown and grown but somehow she had never got round to doing anything with it. Out of the corner of her eye she caught sight of a gaggle of police in their phosphorescent yellow tunics and comically conical helmets. From a distance they looked like the deliberately elongated and disfigured heads of the priest caste of an Indian tribe she had once seen in a documentary about South America. Above them cruised a huge advertising zeppelin.

Толстощёкий детсадовец Николай сидел за кухонным столом и неторопливо обедал. Он привык есть с хлебом и если у него кончался кусок, он , привстав, тянул руку за новым. Ухватив наверное уже третий кусок, Николай почувствовал себя несколько неловко – будто кто посторонний рассматривает его в упор как-то снизу. Он глянул в тарелку и увидел, что прямо из рыбного супа на него смотрят чьи-то внимательные глаза. Николай заорал и звонко шлёпнулся на пол, прикрыв голову на всякий случай руками.
Перепуганный отец подбежал к ревущему малышу и, подобрав его с пола, спросил:
- Что с тобой, Николай?
- Смотрят оттуда,-всхлипывая от страха объяснил малыш.
- Откуда?,-уточнил отец.
- Из супа.
Отец подошёл к столу, взял вилку и, немного повозившись в тарелке, извлёк два рыбьих глаза побелевших от варки. Он поднёс их к самому носу и, подумав, сказал:
- Это какая-то рыба окунёвой породы, а точнее я смогу сказать, когда увижу плавники или хвост.
Отец Николая был ихтиологом по профессии, а потому повёл сына к плите, где они, пошарив ложкой в большой кастрюле, достали из неё разваренный рыбий хвост.
- Ну да,-сказал отец,-обыкновенный окунь морской, на вид ему месяцев шесть-семь, не больше, так что бояться его незачем.
Когда успокоенный малыш вернулся к столу, то глаз на вилке не оказалось.
- Папа, куда-то глаза делись, - сообщил он отцу.
- Может закатились куда-нибудь. Ты лучше обедай, а то суп остынет.
Малыш послушно взял ложку и, наклонившись к тарелке, снова увидел внимательные глаза. Они на этот раз смотрели сердито и строго, иногда для пущего страха вращаясь из стороны в сторону. Николай вздрогнул, но, вспомнив рассказ отца, теперь уже без всякой боязни подцепил их ложкой и отправил себе в рот.
Translation - English A FISHY TALE
Nikolai, a chubby cheeked toddler, sat at the kitchen table, and lunched with obvious leisure. He was used to eating his soup with bread and when he finished one piece he would then half rise and stretch out his hand for another. On grabbing what was probably his third piece, Nikolai suddenly felt rather uncomfortable – as if someone or something was staring straight up at him from below. He glanced down at his plate and there he saw a pair of inquisitive eyes looking up at him from out of the depths of his fish soup. Nikolai let out a scream and threw himself down on to the floor, covering his head with his hands, just in case.
His terrified father ran in and picking him up from the floor asked,
“What is it Nikolai?”
“They’re watching from over there” explained the little lad, sobbing fearfully.
“Where exactly?”
“From the soup.”
Nikolai’s father went up to the table picked up a fork and plunging it into the soup a couple of times extracted two fish eyes that had turned white in the soup. He lifted them right up to his nose, ruminated for a while, and then said,
“This fish was once a member of the perch family. I’ll be able to tell you exactly which when I’ve had a look at one of its fins or tail."
Nikolai’s father was an ichthyologist by trade, and because of this led his son to the cooker. Having trawled the big soup pot with a big spoon, he eventually retrieved a well-cooked fish tail.
“There you see,” said father, “It’s a common sea perch, probably six or seven months old, which is pretty young. What’s more, perches are not carnivorous so there’s nothing to be afraid of.”
When Nikolai had calmed down and returned to the table, the eyes on the fork had disappeared.
“Dad, the eyes have gone."
“Rolled off, probably,” his dad replied. “You’d better eat up otherwise your soup’ll go cold.”
The little lad obediently picked up his spoon and bending over his plate once again saw the offending inquisitive eyes. This time, their gaze was intense with anger and ferocity, and they would occasionally swivel and squint for extra terrifying effect. Nikolai shuddered, but remembering his father’s words fearlessly scooped them up, and popped them into his mouth.
